On the 28th, the National Health Commission announced the "Work Plan for Strengthening the Special Governance of Medical Research Integrity", striving to curb prominent research dishonesty issues such as paper fraud through three years of efforts. The plan also clarifies that on this basis, multiple aspects such as journal publishing, academic evaluation, and talent evaluation will work together to enhance the integrity awareness of scientific researchers, effectively strengthen the integrity management of scientific research institutions and the main responsibility of journal publishing, comprehensively enhance regulatory governance capabilities, establish a long-term mechanism of "not daring to break trust", and significantly improve the overall quality of medical papers in China. The plan comprehensively adopts 17 key task measures from 8 aspects, including strengthening active monitoring, strengthening punishment for dishonest behavior, improving the quality of medical journals, implementing institutional main responsibility, implementing reform of scientific research evaluation system, improving annual self-examination and supervision, strengthening training and education and publicity guidance, and conducting annual evaluations, to make great efforts to reverse the frequent occurrence of scientific research dishonesty in the field of health. The plan requires that all medical and health institutions, medical research institutions, and medical researchers should effectively enhance their ideological and behavioral awareness of complying with scientific integrity and academic norms, and firmly establish a sense of red lines and bottom line thinking. Each unit should further strengthen its main responsibility, improve its internal management system, enhance integrity education and management throughout the entire process, and resolutely resist and seriously investigate and punish all types of scientific research dishonesty.
