Starting from March 1st, the "Regulations on the Protection of Historical and Cultural Towns in Shanghai" officially came into effect. This local regulation focuses on the "overall" protection needs of historical and cultural towns, while building a four in one protection system of "management protection utilization guarantee". At present, Shanghai has a total of 11 famous historical and cultural towns in China, involving 5 administrative regions, namely: Xinchang Town in Pudong New Area, Chuansha New Town, and Gaoqiao Town; Nanxiang Town and Jiading Town Street in Jiading District; Fengjing Town and Zhangyan Town in Jinshan District; Zhujiajiao Town, Liantang Town, and Jinze Town in Qingpu District; Luodian Town, Baoshan District. For a long time, the uneven development of ancient towns in Shanghai has been prominent. Except for a few towns such as Zhujiajiao and Xinchang that have formed their own characteristics and gathered popularity, most of them still face challenges such as environmental degradation, unclear functional positioning, and unclear protection and utilization paths. ”Officials from relevant departments of the Shanghai Municipal Commission of Housing and Urban Rural Development stated that due to the lack of specialized legislation to systematically protect historical and cultural towns in Shanghai, it is difficult to improve the quality of ancient towns and provide appropriate solutions by coordinating spatial texture, cultural inheritance, cultural tourism integration, and operational safety. The "Regulations on the Protection of Historical and Cultural Towns in Shanghai" implemented this time establish a clear and efficient protection and management system with clear rights and responsibilities, and strengthen organizational support. The Regulations on the Protection of Historical and Cultural Towns in Shanghai focus on breaking down institutional barriers such as "fragmented management, low territorial levels, and insufficient social participation", vertically improving the level of overall coordination, and establishing a three-level government responsibility chain of "city level overall coordination, district level main responsibility, and town street implementation"; Horizontally clarify the departmental responsibility network of "comprehensive leadership, professional management, and departmental linkage", clarify the comprehensive management responsibilities of the municipal housing and urban-rural development management department and the district historical and cultural town protection management department, as well as the work responsibilities of cultural relics management, planning resources and other departments and institutions; In addition, encourage and support social forces to participate in protection work at the social level, and build a diverse governance ecology of "government guidance, market operation, and public participation".
