The Central Committee of the Communist Party of China attaches great importance to the development of artificial intelligence. In April 2025, General Secretary Xi Jinping emphasized that "in the face of the rapidly evolving new situation of the new generation of artificial intelligence technology, we must fully leverage the advantages of the new national system, adhere to self-reliance and self-improvement, highlight application orientation, and promote the healthy and orderly development of artificial intelligence in China towards beneficial, safe, and fair directions. According to authoritative data, China has the world's strongest industrial chain and manufacturing capacity. From chip manufacturing, intelligent hardware, algorithm research and development to various downstream application scenarios and physical products, a relatively complete artificial intelligence industrial chain ecosystem has been formed. China also has a well-established infrastructure, with high-speed mobile communication (5G), cloud computing platforms, and big data centers providing hardware support for artificial intelligence training and deployment nationwide. China is still the world's largest producer and consumer of electricity, with the world's largest installed capacity of renewable energy such as wind power and photovoltaics, and has the world's longest ultra-high voltage transmission network, providing sufficient and affordable electricity for the high-energy consumption artificial intelligence computing industry. We have cultivated a large group of college and graduate students in the fields of mathematics, computer science, and engineering, providing a strong talent reserve for the artificial intelligence industry. Currently, artificial intelligence has become a key driving force for promoting a new round of technological revolution and industrial transformation. China has several inherent conditions and structural advantages in developing the artificial intelligence industry. The massive data scale, highly digitized consumer activities, and unified large market provide massive training data for artificial intelligence algorithms, especially deep learning. In actively promoting the construction of "Digital China", it is necessary to accelerate the progress in the continuous promotion of smart cities, intelligent transportation, industrial Internet and other aspects, so as to further expand the effective multidimensional data sources available for AI applications. Based on existing conditions and promising future development trends, we should vigorously promote innovation in artificial intelligence technology, industry, and market applications, empower thousands of industries with artificial intelligence, adhere to a balance between development and regulation, and combine China's national conditions to construct and improve a Chinese plan for the development of artificial intelligence, thereby promoting high-quality economic and social development in China. For this, we can work from the following aspects. Increase investment in artificial intelligence innovation through "government business collaboration". The synergy between government and market, as a unique institutional advantage in China, has immeasurable value in promoting the innovation and development of artificial intelligence. The government should fully play a leading role, concentrate advantageous resources, increase funding for top research teams, and lay a solid foundation for the development of artificial intelligence. At the same time, encourage market and social funds to actively invest in the development of artificial intelligence technology and industrial innovation, forming a diversified investment pattern for the artificial intelligence industry. In the process of accelerating the implementation of the overall plan for "Digital China", we should increase investment in the construction of new digital infrastructure. Especially to ensure the effective energy demand for artificial intelligence computing power, it is necessary to increase energy supply investment and vigorously develop green computing power and green artificial intelligence technology. On this basis, we will gather advantageous resources from government and business, focus on building digital industry clusters, promote coordinated development of industries, and enhance China's competitiveness in the global artificial intelligence landscape. Empower high-quality development of thousands of industries with the action of "artificial intelligence+". The 'Artificial Intelligence+' initiative can greatly stimulate the innovation vitality of the digital economy and accelerate the development of new quality productivity. In the emerging digital economy industry, the deep integration of artificial intelligence with cutting-edge technologies such as big data, the Internet of Things, and blockchain has given rise to new business models. In traditional manufacturing, the introduction of intelligent robots, machine vision and other technologies can achieve automation and intelligent control of production processes, enhance the flexibility and competitiveness of the industry, and promote the manufacturing industry to move towards high-end and intelligent development. At the same time, artificial intelligence is used to promote the improvement of government governance and public service capabilities, utilizing intelligent government systems to achieve real-time analysis and sharing of government data, assisting the government in making scientific decisions, improving the quality and efficiency of public services, and making government governance more precise and transparent. Guided by the goal of becoming an education powerhouse, we aim to cultivate high-quality talents for the intelligent era. Our country has set the goal of becoming an "education powerhouse" and has laid a solid foundation for the country's long-term development. The education sector must actively seek change, meet the needs of the digital economy and future industrial development, break down traditional disciplinary barriers, accelerate the construction of interdisciplinary and integrated curriculum systems, and cultivate high-quality talents who are adaptable to the intelligent era, possess professional depth and innovative spirit. At the same time, the impact of artificial intelligence on employment should be addressed by enhancing labor capacity through scientific training. To this end, it is necessary to increase the support for policies such as industry, finance, banking, and employment, to help the labor force that has been replaced by artificial intelligence in the short term improve their employability and achieve career transformation as soon as possible. Improve the artificial intelligence and digital governance system with the concept of "agile governance". The artificial intelligence and digital governance system should have high flexibility and adaptability, and build a dynamic regulatory mechanism that is compatible with the development speed of artificial intelligence while adhering to data security, privacy protection, and ethical bottom lines. The concept of "agile governance" requires regulatory authorities to monitor technological developments in real time, quickly adjust regulatory strategies based on actual situations, encourage innovation and prevent risks, accelerate the formulation and improvement of relevant laws, regulations, policy systems, application norms, and ethical guidelines, build a technology monitoring, risk warning, and emergency response system, and create a favorable environment for the safe, reliable, controllable, and healthy development of artificial intelligence. At the same time, by establishing scientifically reasonable rules and systems, we ensure that all parties enjoy equal rights and opportunities in the era of digital economy and artificial intelligence, so that the achievements of artificial intelligence development can benefit all people. Build a global artificial intelligence governance system with the goal of "inclusiveness and inclusiveness". Building a global artificial intelligence governance system that is inclusive and inclusive has become a major issue bestowed by the times. At the 78th session of the United Nations General Assembly, the resolution on strengthening international cooperation in building artificial intelligence capabilities, led by China, was successfully passed. In July 2025, at the World Artificial Intelligence Conference held in Shanghai, the Chinese government proposed the establishment of the World Artificial Intelligence Cooperation Organization. Based on relevant international cooperation mechanisms, China should work together with other countries to explore a sound path for the development of artificial intelligence and actively promote international consensus and cooperation in the field of artificial intelligence governance. Especially, China should assist countries in the global South in bridging the digital divide, so that more countries and regions can share the dividends brought by the development of artificial intelligence, provide clear directions and specific measures for the inclusive development of global artificial intelligence, and truly benefit all mankind with artificial intelligence, jointly creating a better intelligent future.
