The year 2025 was a year of dramatic changes in global politics, economy, technology, and the natural environment, with a series of events occurring both domestically and internationally, profoundly affecting the pattern of social development and the international order. The Fourth Plenary Session of the 20th Central Committee of the Communist of China deliberated and adopted the "Suggestions of the Central Committee of the Communist Party of China on the Formulation of the 15th Five-Year Plan for National and Social Development," marking the final year of the "14th Five-Year Plan" and a key juncture for planning the "15th Five-Year Plan" Faced with a complex situation characterized by profound changes in the external environment and domestic structural challenges, China has maintained strategic resolve to pursue high-quality development, taking solid new towards Chinese-style modernization.Major events such as the Shanghai Cooperation Organization (SCO) summit in Tianjin, the meeting marking the 80th anniversary of the victory of Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, and the Global Women's Summit were successfully held in China, highlighting's important influence on the international stage.The "Belt and Road" cooperation has been deepening, and President Xi Jinping, with a profound insight into the trend of the times, has forward the global governance initiative after the three global initiatives, which has received extensive response and support from the international community and has made important contributions to the noble cause of human peace and development.China's major-country diplomacy with Chinese characteristics has led global governance with the concept of a community with a shared future for mankind, supported the reform the United Nations, and boosted representation from the global South in terms of climate change, fair trade, and digital governance. Against this backdrop, the East-Central-West Regional Development Reform Institute has actively played the role of a research think tank, focusing on forward-looking research for the 15th Five-Year Plan, and formed a series of policy around issues such as regional coordination, new productive forces, global South cooperation, urban renewal, think tank industry clusters, whole-brain cities, and the construction of feature-new tanks, thus providing a solid intellectual support for national decision-making.

Guided by Xi Jinping Thought on Socialism with Chinese Character for a New Era to lead high-quality development
In the past year, our institute has adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a Era as a guide, taking the study and implementation of the spirit of the Fourth Plenary Session of the 20th CPC Central Committee as the primary political task, and transformed the study results into concrete measures and practical effects to promote high-quality development.
First, focus on practical issues and deepen survey research. Closely around the difficulties and risks and challenges in the process of Chinese-style modernization, in-depth grass-roots precise research has been carried out to form pragmatic strategies to promote the quality and of scientific research and think tank work; second, strengthen ideological leadership and consolidate the ideological frontline. Implementing Xi Jinping's cultural thought, Xi Jinping' economic thought, Xi Jinping's diplomatic thought, Xi Jinping's rule of law thought, Xi Jinping's ecological civilization thought and Xi Jinping's important on Party building as a whole, ensuring the implementation and effectiveness of various policies of the Central Committee. The research on the topic of "recycling of resources" was carried out the construction of "ecological civilization unit"; the study and application of Xi Jinping's diplomatic thought were deepened, and the construction of the think tank "second track" platform was strengthened to serve the national foreign strategy layout. Third, strengthen propaganda and interpretation to expand social influence. Organize experts and scholars to go deep into the grass- level, fully and systematically publicize the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and the achievements of the Party in governing, and promote spirit of the Plenary Session to go deep into people's hearts and take root. The 2025 China Resource Recycling Think Tank Academic Symposium and the China Resource Recycling Think Tank Thirty Forum were held in Beijing on February 27th, with congratulatory messages from the first director of the State Environmental Protection Administration, Qu Guoping. The event, themed "oting the Construction of a Beautiful China," announced the establishment of the "China Resource Recycling Think Tank 30 People Forum," launched the "China Resource Recycl Development Path Report," and released the "Beijing Declaration for Promoting Resource Recycling and Co-creating a Green Future for Mankind."
The experts attendance pointed out that resource recycling is key to achieving sustainable development, facing challenges such as an imperfect recycling system and insufficient technological innovation, but also harboring huge market potential; they emphasized need to enhance resource crisis awareness; and the need to balance the economic nature of the circular economy while avoiding financial pressure. The meeting focused on technology empowerment and risk control. It suggested that digital economy platforms be used to optimize resource allocation; warnings were issued that the development of AI needs to balance computing power and carbon emissions. In terms of energy transition, experts accelerating the construction of pumped storage, and legislating to standardize the recycling of new energy equipment, building a closed-loop network. Yujin, the initiator of the, stated that in the future, cross-industry linkages will be promoted, regular research reports will be released, and case research will be conducted to provide think tank support for recycling.
The closing meeting of the research project on the innovation and development of party think tanks under the "Belt and Road" framework was held on 27th. At present, China is at a critical period of interweaving the "two major situations", and the construction of the Party and the modernization of governance are further promoted. This project is guided by Xi Jinping's thought on Party building, based on the overall pattern of Chinese-style modernization, and focuses on the development of Party building think tanks in the western region and the "Belt and Road" initiative. The research team conducted field investigations in 12 provinces (autonomous regions municipalities) in the western region for five years, and proposed an innovative "geopolitics-institutional supply-organizational effectiveness" three-dimensional analysis framework, which reveals thetwo-way empowerment" mechanism of Party building think tanks in policy transformation.
The project constructs a multi-level nested analysis framework of "Party governance-regional governance- governance", breaks through the limitations of traditional Party building research, and provides theoretical support and practical paths for the modernization of governance in the western region.
The results of project will be transformed into the "Report on the Development of Party Building Think Tanks in the Western Region under the 'Belt and Road' Background", which will promote theation and application of research results and serve the deep advancement of national strategy.

The "Xu Yiwen International Relations Fund" was established at Fudan University.
Over the past year, our college has deeply served the strategic needs of the country, empowering scientific decision-making with highquality think tank results. Key policy research areas: Throughout the year, 47 special reports were submitted to central and local leaders in four major fields, some of which were included the policy toolbox. Dealing with local issues: We organized several special research groups to provide local governments with six customized solutions, such as attracting investment and industrial-urban integration and promoted the implementation of ecological industrial cities in some resource-based cities. Strategic support and risk prevention and control: We took the lead in five national-level scientific research projects and the results; at the same time, we carried out research on the "dual-use" financial risk prevention and control system to support a certain ministry in resolving financial security incidents.
Our researchers, academic committee members, and think tank experts have achieved core value positioning: with a "top-down" (serving central decision-making), "grounding (empowering local practice), and "boundary-guarding" (maintaining the modernization of the governance system) three-dimensional capability tree, demonstrating the core mission the new era think tank.
On November 28, the "Yu Da - Xu Yiwen International Relations Research Fund" named after our academic committee executive, Fudan University's special-appointed professor, first-class professor, former director of Fudan University's Department of International Politics, and special-appointed expert political participation and deliberation of the National Committee of the Chinese People's Political Consultative Conference Xu Yiwen was established at Fudan University. This is an important in the construction of interdisciplinary studies between religion and international relations. The fund is based on academic autonomy, focusing on civilized dialogue, global governance, and national strategic needs, is committed to building an innovative platform for religious studies that integrates think tanks, databases, talent pools, and action banks. The fund will strongly support systematic breakthroughs in the construction of self-reliant knowledge system in political science, the expansion of global South research, the cultivation of "Chinese Governance", and academic international dissemination at the Fudan School of Government.
