Taking the implementation of global governance initiatives as an opportunity to promote new achievements in the reform and construction of the global governance system will help move global human rights governance towards a more fair, effective, and inclusive future. Currently, global governance is at a new crossroads, and the international human rights cause is facing severe challenges. The more stormy the weather, the more the world needs an objective, fair, and rational voice. At the ongoing 61st session of the United Nations Human Rights Council, China profoundly elaborated on the human rights implications of the Global Governance Initiative, reaffirmed its firm commitment to multilateralism, and provided clear Chinese solutions for the reform and improvement of the global human rights governance system. This year marks the 20th anniversary of the establishment of the Human Rights Council and the 40th anniversary of the adoption of the Declaration on the Right to Development. However, unilateralism, protectionism, and hegemonism are surging against the tide, the shadow of regional conflicts has not dissipated, and non-traditional security threats continue to amplify. UN Secretary General Guterres warns that human rights are under comprehensive attack globally, and authoritarian rule is spreading. In times of crisis, it is particularly important to uphold rules and order, and fundamentally create a stable governance environment for the development of international human rights. The global governance initiative proposed by China contains profound humanistic care and rich human rights implications, which are of great significance for solving the difficulties faced by the international human rights cause. Since its proposal, the initiative has received support and response from over 150 countries and international organizations; With the official establishment of the "Friends of Global Governance Group", solid steps have been taken in implementing the initiative. Taking the implementation of global governance initiatives as an opportunity to promote new achievements in the reform and construction of the global governance system will help move global human rights governance towards a more equitable, effective, and inclusive future. Promoting the healthy development of the international human rights cause requires scientific and clear conceptual guidance and practical planning. During this conference, the Chinese side systematically elaborated on the human rights implications contained in the five core concepts of the Global Governance Initiative, calling for the pursuit of sovereignty and equality, adherence to international rule of law, multilateralism, people-oriented approach, and action oriented approach, injecting Chinese momentum into strengthening global human rights governance and revitalizing the core position and leading role of the United Nations. The President of the United Nations Human Rights Council, Suriyo Dipro, pointed out that human rights are crucial and multilateral cooperation remains indispensable in addressing common challenges. All parties should adhere to equal participation, equal decision-making, and equal benefits, firmly uphold the purposes and principles of the United Nations Charter, and place the right to development in a more prominent position on the multilateral human rights agenda. All parties will engage in dialogue and cooperation on major issues, promote the abandonment of old thinking such as colonialism and racial discrimination, and properly address new issues such as artificial intelligence, climate change, and human rights. Together, we will provide new perspectives and inject positive energy into global human rights governance. China always attaches great importance to respecting and safeguarding human rights, and continuously plays a greater role in the development of the international human rights cause. China has accelerated the global poverty reduction process through its own poverty alleviation practices and built the world's largest social security system. China's contribution to the international human rights cause lies not only in consolidating the material foundation, but also in providing advanced conceptual guidance and cooperation frameworks. China actively participates in United Nations human rights affairs, extensively carries out human rights exchanges and cooperation with other countries, and helps people in the southern countries of the world better realize their right to life and development through high-quality cooperation programs such as the "the Belt and Road" initiative. In the past year, China successfully hosted the Global Women's Summit and announced new measures to support the development of global women's causes; Promote the Human Rights Council to pass resolutions on promoting human rights, economic, social and cultural rights, injecting new momentum into mutually beneficial cooperation among all parties; Share China's human rights concepts and practices, and build a new platform for talent training and capacity building in developing countries. At the beginning of the 15th Five Year Plan, China will continue to promote the comprehensive development of human rights, so that the achievements of Chinese path to modernization can benefit people all over the world more and more equitably. Promoting and protecting human rights is a common endeavor of all humanity. China is willing to work with all parties to promote common development and prosperity, defend international fairness and justice, work together to improve global human rights governance, promote the common values of all mankind, and make the development and progress of human rights civilization benefit the people of the world.
