As early as October 2016, it was explicitly required that the political and legal comprehensive governance front "pay more attention to linkage and integration, open governance, democratic rule of law, technological innovation, and improve the socialization, rule of law, intelligence, and professionalization of social governance. In recent years, political and legal organs have actively promoted the construction of digital platforms, and some provinces (autonomous regions, municipalities directly under the central government) have built and launched case handling platforms. As the functional department of the Party's leadership and management of political and legal work, the Party Committee's Political and Legal Affairs Commission has started to establish a central platform based on the case handling platform of political and legal organs, and has established sub platforms for courts, procuratorates, public security, judicial administration and other political and legal units. The platform covers political and legal affairs such as security construction, rule of law construction, and team building, with a focus on promoting cross departmental and cross level data exchange and business collaboration among political and legal organs. Promoting the construction of a digital platform for political and legal work is an important measure to strengthen cross departmental law enforcement and judicial coordination and supervision. This can be understood from the following three aspects. Firstly, promoting the construction of a digital platform for political and legal work is of great significance. Firstly, it is conducive to promoting law enforcement and judicial fairness. With the increasing awareness of the rule of law among the people and the growing demand for fairness and justice, political and legal institutions urgently need to strengthen technological empowerment. Through platform construction, reflecting offline legal regulations into online technical standards can effectively enhance the uniformity of legal application and the standardization of case handling procedures. For example, developing collaborative management and disposal functions for involved property on the case handling platform can effectively solve problems such as unclear inventory, non-standard management, and untimely disposal of involved property. Secondly, it is conducive to strengthening mutual restraint and supervision. The platform has the characteristics of full traceability and full traceability, and can automatically screen for law enforcement and judicial risk loopholes, which is conducive to strengthening the self supervision of political and legal units, and enhancing the mutual restraint and supervision among political and legal units. Thirdly, it is conducive to improving work efficiency. The platform horizontally connects the case handling systems of various political and legal units, realizing online circulation of case files, online collaboration of business, and real-time data aggregation, which can reduce repetitive labor, shorten case handling time, and save case handling costs. For example, the transfer time for ordinary criminal cases can be shortened from a few days to a few minutes. Fourthly, it is conducive to enhancing law enforcement and judicial capabilities. The platform provides support for situational awareness, risk warning, decision-making and command through on-demand scheduling, aggregation and analysis of political and legal work data, which is conducive to promoting the capacity building of the political and legal team and enhancing overall combat effectiveness. Secondly, clarify the basic attributes and functions of the digital platform for political and legal work. The digital platform for political and legal work is an important infrastructure for cross departmental law enforcement and judicial coordination and supervision of political and legal organs. Building a digital platform for political and legal work is to break down data barriers, optimize business processes, conduct precise and intelligent analysis, strengthen cross departmental law enforcement and judicial coordination and supervision, promote the implementation of the provisions of the Constitution and laws on the division of labor, mutual cooperation, and mutual restraint of political and legal organs, and promote strict law enforcement and fair judiciary by political and legal organs; It is necessary to comprehensively implement the system of the Party's management of political and legal work through digital and intelligent means, better play the role of the Party Committee's Political and Legal Affairs Committee in leading, coordinating, and supervising the implementation, and promote the resolution of problems that a political and legal unit cannot handle or handle well. Thirdly, strengthen organizational leadership and overall coordination. Building a digital platform for political and legal work is a systematic project and an important task in the current and future informationization construction of the political and legal field. To do a good job in this work, we must plan and promote the construction of a higher level of safe China and a higher level of socialist rule of law country, strengthen organizational leadership and overall coordination, ensure the correct direction, practical and effective, stable and far-reaching implementation, and effectively promote the high-quality development of political and legal work. Research and formulate guidance for promoting platform construction, further clarifying the platform's functional positioning, architecture system, business processes, institutional mechanisms, security standards, etc. The second is to steadily promote scientific progress.
