Li Jiachao stated in his speech that the Hong Kong economy will grow by 3.5% annually in 2025, with total exports and imports of goods increasing by 12% annually, and the retail market steadily recovering. As an international financial, shipping, and trade center, Hong Kong continued to lead in multiple international rankings last year. He mentioned that the Office for Introducing Key Enterprises established by the current SAR government after taking office has attracted 102 key enterprises in strategic industries to settle in Hong Kong over the past three years. It is expected to bring a total investment of HKD 60 billion to Hong Kong in the coming years and create 22000 new high-quality jobs. As of the end of January this year, more than half of these key enterprises are listed companies, and another 12% are preparing to go public. 75% of these companies have chosen to establish global or regional headquarters in Hong Kong, while 90% have already established or are currently establishing research and development centers in Hong Kong. At the event, Cai Guanshen, President of the Hong Kong Chinese General Chamber of Commerce, delivered a speech stating that this year marks the beginning of the national "15th Five Year Plan". The "15th Five Year Plan" proposes to explicitly support Hong Kong in consolidating and enhancing its traditional advantageous position as an international financial, shipping, and trade center, as well as supporting the construction of an international innovation and technology center and creating an international high-end talent gathering highland.
