Observing the regional development in China, two recent news stories are intriguing. The "Spatial Coordination Plan for the Modern Capital Urban Agglomeration (2023-2035)" proposes to construct a spatial pattern of "one core, two wings, multiple points in two cities, and multiple circles in two corridors", transforming Beijing's core functional advantages into its radiation and driving capabilities for surrounding areas. Boluo County in Guangdong Province has become the first "100 billion county" in the province, and the "100 counties, 1000 towns, and 10000 villages high-quality development project" in Guangdong has achieved fruitful results. One north and one south, one focusing on the "big", to create a regional high-quality development growth pole through cross provincial collaboration; Focusing on "small" and using county-level economy as a lever to promote regional coordinated development. Seemingly different dimensions, they actually point to a common proposition: how to tap into regional development potential and achieve "upward climb"? Potential comes from filling gaps. Guangdong has strong cities, strong districts, and strong towns, but has long lacked strong counties. For Boluo County, one of the reasons it was once weak was due to its extensive development. In the early years, by introducing the "three come, one supplement" policy, we did indeed reap a lot of dividends, but the extensive development also led to the industry being "scattered and weak", lacking momentum. Boluo County has targeted this shortcoming and found a breakthrough: it has proactively laid out industries such as electronic information and new energy, and built a billion dollar intelligent equipment industrial park. Nowadays, eight billion dollar industrial clusters have emerged in the local area. From scattered investment promotion in the form of "sprinkling pepper noodles" to a systematic layout of "gathering chains and groups", a shift in thinking promotes development and transformation. The transformation of Boluo County is not an isolated case. Since the launch of the "Hundred Counties, Thousand Towns, and Ten Thousand Villages High Quality Development Project", the average annual growth rate of GDP in 57 counties (cities) has been faster than that of the whole province in the past three years. Practice has proven that the weaker the development, the greater the potential for growth. The Sichuan Chongqing Gaozhu New Area has unified 79 tax and fee policies, transforming the inter provincial border from a "peripheral zone" to a "forefront of cooperation"; The Beijing Tianjin Hebei region has jointly released an initiative for coordinated industrial development, aiming to jointly cultivate world-class industrial clusters. Potential comes from the development of new boards. New technologies, new industries, new formats, and new models are the incremental spaces for regional development. Cao County in Shandong Province was once a traditional agricultural county that relied on labor exports. Who would have thought that a Hanfu would rewrite its fate. Targeting this niche track, a complete industrial chain from design, production to e-commerce sales has been built locally, and the largest original Hanfu industry cluster in China has "grown" in rural fields, with Hanfu sales exceeding 13 billion yuan by 2025. A Hanfu garment transforms an agricultural county into an industrial new city. Wuhu, Anhui has been deeply involved in general aviation for over 10 years, starting from a barren hill and gathering more than 200 upstream and downstream enterprises; Emerging industries such as artificial intelligence and biopharmaceuticals in the Guangdong Hong Kong Macao Greater Bay Area have climbed to the national high ground one after another, forming "super clusters"... The key to nurturing new industries is to find the right track, work hard for a long time, and make new industries a new increment driving regional development. Whether it's making up for shortcomings, cultivating strengths, or nurturing new ones, ultimately we must adhere to adapting to local conditions. Each region should not blindly follow the trend or simply imitate, but should see clearly where their strengths lie, how to learn from each other's strengths and weaknesses, and how to make the most of their strengths and avoid weaknesses. If it is suitable for work, then work; if it is suitable for agriculture, then agriculture; if it is suitable for commerce, then commerce; if it is suitable for tourism, then tourism. Only by finding one's own positioning can one truly transform potential into strength.
