The paradigm shift: The transition of adolescent reading from "interest" to "national strategy" is a strategic response to national development and talent reserves. Children and adolescents are the future driving force for promoting the construction of a strong country and the great cause of national rejuvenation. In the era of knowledge economy and the wave of informatization, reading ability is the foundation for acquiring, screening, integrating, and creating information, and the core for cultivating lifelong learning ability. Currently, the world is undergoing unprecedented changes, with a new round of technological revolution and industrial transformation surging forward. The reading perspective and depth of young people are directly related to enhancing cultural confidence, promoting technological innovation, and the effectiveness of talent cultivation. Therefore, elevating youth reading to the national strategic level is an inevitable choice that resonates with macro goals such as technological self-reliance and cultural prosperity, and is an important measure to promote the coordinated and integrated development of education, technology, and talent. Reading is a rational return to the essence of education and the laws of nurturing people. The strategic transformation of youth reading has incorporated it into the core system of national education, achieving an upgrade of reading education from "accidental" to "inevitable" and from "superficial" to "deep". In the traditional context, reading is often regarded as an accessory of Chinese language classes, and teenagers' reading relies heavily on personal interests, lacking systematic guidance and institutional guarantees, making it difficult to fulfill its core functions of nourishing thinking and shaping personality. The promotion of curriculum, through the construction of a reading curriculum system that adapts to the developmental laws of different stages of youth, deeply integrates reading with subject teaching, making classic reading, critical thinking reading, and cross disciplinary reading normalized teaching content. This not only solves the pain points of "not being able to read, not being able to read well", but also makes reading an important way to cultivate critical thinking, aesthetic literacy, and humanistic feelings. Reading is the core driving force for the construction of social and cultural ecology. Previously, the promotion of youth reading relied heavily on the spontaneous actions of schools or social organizations, with problems such as scattered resources, uneven promotion, and difficulty in sustainability. The reading gap between urban and rural areas, regions, and schools was quite obvious. The implementation of the "Regulations on the Promotion of National Reading" has brought youth reading into the legal track, clarified the main responsibilities of schools, families, and society, and formed an institutional framework of "policy guidance, government promotion, school leadership, family participation, and social support"; The normalization of youth reading action is promoted through measures such as improving the supply of reading resources, establishing a sound evaluation and incentive mechanism, and strengthening teacher training, making reading a systematic project that runs through the entire process of youth growth. This institutional construction not only ensures fairness in reading for young people, but also guides high-quality reading resources to extend to rural areas and weak schools through policies, allowing every young person to enjoy equal reading rights. It also provides long-term support for cultivating reading habits, promoting the transformation of reading from "external requirements" to "internal consciousness". The construction of the system: towards the practical path of collaborative education between schools, families, and communities. Although the strategic transformation of youth reading promotion has achieved phased results, there are still many challenges to realizing the "implementation and landing" of reading curriculum, institutionalization, and ecologicalization, and transforming the beautiful vision into every child's real reading enthusiasm and ability. How to avoid "curriculum based" becoming a formalism that increases burden? How to prevent institutionalization from becoming rigid administrative orders? How can 'ecologicalization' truly penetrate into the capillaries of society, rather than surface engineering? The key is to build a reading and education system that is aligned in goals, complementary in resources, and shared in responsibilities among schools, families, and communities, forming a strong synergy. Firstly, as the leading force in reading education, schools need to adhere to the core position and consolidate the foundation of curriculum and institutionalization. On the one hand, we need to deepen the reform of the reading curriculum and build a tiered reading curriculum system that is suitable for different stages of education - the primary school stage focuses on picture book reading, enlightenment reading, and cultivating reading interest; In junior high school, emphasis is placed on classical and critical reading to enhance comprehension abilities; In high school, emphasis is placed on interdisciplinary and research-based reading to cultivate innovative thinking, while promoting the deep integration of reading with teaching subjects such as Chinese, history, and science, making reading an extension and supplement to subject teaching. On the other hand, it is necessary to improve the reading evaluation mechanism, break the "score based" approach, incorporate reading literacy into students' comprehensive quality evaluation, adopt a combination of process evaluation and outcome evaluation, and comprehensively measure students' reading ability and literacy through forms such as reading archives, achievement display, and critical debate; At the same time, we will strengthen the construction of the reading teacher team, enhance the reading guidance ability of teachers through special training, teaching and research exchanges, and other means, so that teachers can become leaders in youth reading. Secondly, as the foundation of reading education, the family needs to strengthen its main responsibility and build a solid foundation for cultivating reading habits. The creation of a family reading atmosphere is the key to the formation of teenagers' reading habits. Parents should actively practice the concept of lifelong reading, engage in parent-child reading with their children, and through joint reading and exchange of insights, not only enhance parent-child relationships, but also set an example for teenagers. At the same time, parents should enhance their reading guidance ability, actively cooperate with the school's reading teaching, choose suitable reading materials based on their children's interests and mental characteristics, guide their children from shallow reading to deep reading, and avoid the entertainment and fragmentation of reading; We should also respect children's reading choices, balance their interests with the knowledge and ideas of reading, and make reading a pleasure for children rather than a burden. In addition, through forms such as parent classrooms, reading salons, and online sharing, we provide reading guidance and training for parents to solve the problem of "not knowing how to guide or being unable to guide" and promote family reading towards self-awareness. Once again, as the backbone of reading education, society needs to strengthen service guarantees, build diversified reading platforms, and promote precise integration of reading resources. The government should play a coordinating role, increase investment in reading resources, optimize the allocation of reading resources, and focus on rural areas, weak schools, and left behind children. Through measures such as building rural libraries, mobile libraries, and digital reading platforms, the reading gap can be narrowed; At the same time, standardize the content of digital reading platforms, strengthen the review and management of online reading materials, filter out harmful information, promote the development and promotion of high-quality digital reading materials, guide young people to use digital media healthily, and balance the relationship between paper reading and digital reading. Public cultural institutions should proactively connect with the needs of schools and families, and provide targeted reading services. Libraries should launch exclusive reading areas for young people, customized reading books and activities, and cultural venues should hold activities such as classic recitation, book sharing, and writer meetings, making public cultural resources an important supplement to young people's reading. Finally, the organic linkage between schools, families, and communities requires a sound collaborative mechanism to address the pain points of "poor linkage". On the one hand, establish a normalized communication mechanism, strengthen information exchange between schools, families, and society through home school groups, parent teacher conferences, community forums, and other forms, accurately match reading needs, and coordinate the promotion of reading activities - after the school formulates a reading plan, it timely conveys it to parents and guides families to cooperate; Reading activities at the social level can accurately reach teenagers and parents through school and community channels, enhancing the effectiveness of the activities. The concept of value: exploring the world, understanding oneself, and connecting with others through reading has transformed from a personal hobby to a national project, reflecting China's deep thinking on the essence of education, cultural inheritance, and future competitiveness. Its value lies not only in cultivating young people's reading habits and comprehensive literacy, but also in planting a seed for each young person to explore the world, understand oneself, and connect with others through reading. The key to solving the problem of systematizing the collaboration between schools, families, and communities is to recognize that reading is not only a "public good" that requires systematic support, but also a "personal experience" that must be respected. The organic linkage between schools, families, and society is not simply a combination of the efforts of the three parties, but rather the construction of a support network centered on the reading needs of young people, with each party performing its own duties and seamlessly connected. When reading is no longer simplified as a means of obtaining information, but becomes a habit that nourishes the soul; When reading space is no longer limited to classrooms, but extends to family living rooms, community corners, and the digital world; When reading sharing is no longer a task driven display, but a sincere dialogue of ideas between people - then 'love reading' will truly become a trend.
