The "Regulations on Promoting National Reading" (hereinafter referred to as the "Regulations"), which has attracted attention from all sectors of society, officially came into effect on February 1 this year, marking a new stage of rule of law in China's national reading industry and a substantial step forward in the construction of a bookish society. It can be said that the promulgation of the "Regulations" is to use the power of the rule of law to guide the direction of national reading work, ensuring that the construction of a bookish society is stable and far-reaching on the track of the rule of law. Currently, the scale of China's national reading activities is constantly expanding, the content is constantly enriching, and the methods are constantly innovating. The promotion of national reading has achieved significant results and accumulated rich experience. The 22nd National Reading Survey (2025) shows that in 2024, the average reading volume of paper and e-book books per adult citizen in China will be 8.31, and the average daily reading time per capita will be 133.17 minutes, both of which have increased compared to previous years. In addition, various regions have developed effective experiences and practices in strengthening public cultural infrastructure construction, creating national reading brand activities, enriching cultural product supply, and empowering reading with digital technology. The Regulation fixes effective practical experience and practices in the form of a legal system, promoting the clarification of the responsibilities of the subject of national reading, the clarification of legal responsibilities, and the systematization of safeguard measures. The content connection from problem orientation to mechanism innovation. At present, we must soberly recognize that the deep development of national reading still faces new challenges, such as insufficient supply of high-quality content, significant gaps between urban and rural areas, and the need to strengthen service guarantees. The Regulation organically connects problem orientation and mechanism innovation in content, and systematically outlines a roadmap for promoting national reading with clear goals, clear rights and responsibilities, and specific paths. Clarify unit responsibilities, include funds in the budget, strengthen recognition and reward mechanisms, and create a vivid situation of "everyone participates and everyone shares". We have promoted the establishment of a national reading service guarantee mechanism for different units, groups, and regions, and set the goal orientation of "universal coverage, inclusive and efficient". Establish mechanisms such as public welfare promotion for nationwide reading, national reading activity week, and digital reading content management, focusing on the practical concerns of "what books to read and how to read good books". From general requirements to specific institutional designs. The Regulation provides institutional design for the key and difficult issues of national reading, which is highly targeted, applicable, and operable. The Regulation strengthens the reading protection for minors, disabled persons, elderly people, etc., stipulates measures such as providing suitable reading materials, offering reading courses, strengthening the construction of barrier free environments, optimizing elderly friendly service standards, etc., focusing on humanistic care for special groups, and cultivating the soul of reading for all, reflecting the warmth of legal protection. As stated in the Regulations, the focus is on supporting national reading in rural areas, revolutionary old areas, ethnic areas, border areas, and underdeveloped areas, in order to expand the coverage of national reading, promote balanced and coordinated development of national reading, and reflect the breadth of legal protection. For example, the Regulation requires digital reading service providers to strengthen content management, promote high-quality digital reading content, standardize the online space for national reading, promote the deep nourishment of national reading, and reflect the depth of legal protection. The promulgation of the Regulations is a new starting point, not the end point. How to transform "a piece of law" into "a fragrance of books everywhere" not only tests the governance ability of governments at all levels, but also requires the joint efforts of the whole society. We should take the implementation of the "Regulations" as an important opportunity, increase the efforts of empowering the rule of law to promote reading for all, create a stronger atmosphere of "loving reading, reading good books, and being good at reading", and build a better society with a literary fragrance.
