Recently, the Beijing High People's Court held a press conference on the civil trial and execution work related to wage arrears in Beijing, releasing relevant work situations, experience and practices, and typical cases to the public. Li Yanhong, a member of the Party Group and Vice President of the Beijing High Court, stated that in recent years, Beijing courts have fully utilized their judicial trial functions, improved and perfected the entire chain of work mechanism of "standing trial and enforcement", strengthened mediation work in accordance with the law, effectively adopted enforcement measures, efficiently resolved wage disputes, and timely safeguarded the legitimate rights and interests of workers. In 2025, Beijing courts accepted a total of 28597 civil cases of wage arrears, successfully concluded 27243 cases, and executed a total amount of 950 million yuan. According to the report, from the distribution of the responsible parties involved in the case, the main ones for wage arrears are small and medium-sized enterprises, individual industrial and commercial households, and subcontractors in the construction industry. Some operators lack awareness of standardized employment laws, have not established and improved employment systems, have extensive and chaotic management methods, and even engage in malicious concealment and transfer of property, maliciously changing legal representatives, withdrawing capital, attempting to evade wage payment obligations, and other behaviors. From the distribution of industries involved in the case, wage arrears are mostly concentrated in labor-intensive industries such as construction, processing and manufacturing, catering services, and logistics transportation. In addition, the form of wage arrears by employers has become increasingly covert, through unilateral changes to performance evaluation standards, calculating overtime wages at a lower rate, subsidizing basic wages, delaying wage payment cycles, and other means, indirectly deducting or delaying workers' wages and compensation. Li Yanhong stated that Beijing courts will implement a green channel and "one-stop" litigation services for wage arrears cases, with a focus on engineering construction and other fields, especially government projects and state-owned enterprise projects. They will increase the trial and execution of wage arrears cases, comprehensively use mediation, reconciliation, supervision and enforcement, and other means to promote the effective implementation of judgments, ensure the smooth payment of executed case funds before the Spring Festival, and timely realize the rights and interests of workers to win the lawsuit.
