The continuous decline in logistics costs throughout society marks a substantial improvement in the efficiency of China's economic operation. This change is not only a milestone in the development of the logistics industry, but also a key signal for improving the quality and efficiency of the real economy. In macroeconomic indicators, the overall logistics cost of society is a representative data that is easily overlooked. According to data recently released by the National Development and Reform Commission, the ratio of total social logistics costs to GDP in China will drop to 13.9% in 2025, breaking below the 14% mark for the first time. This figure is 0.8 percentage points lower than the end of the 13th Five Year Plan period and the lowest level ever recorded. This change is not only a milestone in the development of the logistics industry, but also a key signal for improving the quality and efficiency of the real economy - this means that for every 100 yuan of GDP created, the logistics costs incurred have decreased to 13.9 yuan. For a massive economy like China with a size of 140 trillion yuan, it is equivalent to saving over 100 billion yuan in logistics costs throughout the year. The synergistic effect of policy implementation, industrial upgrading, and technology driving is the main reason for the reduction of logistics costs in China's entire society. Especially the continuous optimization of logistics structure and accelerated technological innovation have jointly promoted the reduction of logistics costs throughout society. The policy engine drives the implementation of goals. In November 2024, the General Office of the Communist Party of China and the General Office of the State Council issued the "Action Plan for Effectively Reducing Logistics Costs in the Whole Society", proposing to "strive to reduce the ratio of total social logistics costs to GDP to around 13.5% by 2027", comprehensively deploying from deepening the reform of the comprehensive transportation system and mechanism, promoting the integrated development of industrial and supply chains, and improving the national logistics hub and channel network. The relevant departments took the lead in establishing a working team to break down institutional barriers through cross departmental coordination. By monopolizing and rectifying freight platforms alone, it has promoted a significant increase in the volume of public rail intermodal transportation and brought about a significant reduction in the cost of mainline transportation. Structural optimization releases cost dividends. In recent years, China has integrated resources through the construction of major logistics hubs, built a "channel+hub+network" operation system, continuously explored economies of scale and network in logistics operations, and achieved effective reduction of unit logistics activity costs. The strategy of "revolving water" and "revolving iron" continues to advance, with water transportation accounting for over 50% of the turnover, promoting the transfer of bulk materials to more economical and green ways. Promote the integrated development of logistics and industry, support the continuous optimization of supply chain organizational structures such as manufacturing and commerce, reduce redundant logistics links, lower logistics activity intensity, and promote the creation of greater value in the real economy. Technological innovation reshapes operational efficiency. Digitization and green transformation have become the core driving forces for the development of the logistics industry. More and more logistics companies are optimizing their management systems through digital technology, significantly reducing the empty rate of logistics transportation. Automated warehousing equipment further improves operational efficiency. At the same time, the accelerated use of new energy transportation vehicles has effectively reduced overall energy consumption. Data shows that the application of such technologies will reduce the proportion of storage costs by 0.2 percentage points by 2025. It should be pointed out that effectively reducing the logistics costs of the whole society is not simply about reducing transportation costs, compressing the reasonable profits of logistics enterprises, or affecting the income of logistics practitioners. Instead, it is about adjusting the structure, promoting reforms, optimizing the allocation of logistics resources throughout society, strengthening the coordination and connection of various links in logistics, comprehensively improving the operational efficiency of the logistics system, minimizing logistics expenses, and supporting as much economic output as possible. Effectively reducing the logistics costs of the entire society is a systematic project. Faced with the goal of reducing logistics costs to around 13.5% by 2027, the current reduction of logistics costs in China is only a starting point. To truly achieve the transformation of the logistics system from "extensive expansion" to "fine optimization", all parties still need to make arduous efforts in the next two years. Among them, deepening the reform of institutional mechanisms is the key. On the one hand, further breaking down regional segmentation and local protection, and deepening the construction of a unified national market. On the other hand, we will focus on the reform of key areas such as railway freight, road freight, and logistics platforms, promote the opening, interconnection, and sharing of logistics data, and build a large-scale and standardized logistics ecosystem to continuously reduce the institutional costs of logistics operation in the whole society. The smooth flow of goods and goods from all directions makes China full of vitality. Logistics, as the "meridian" of the real economy, is the support for economic and social development.
