On the same day, Hong Kong Chief Executive Carrie Lam met with the media before attending the Executive Council at the headquarters of the SAR government and stated that the SAR government must provide high-level security to safeguard the high-quality development of the "One Country, Two Systems" cause. Li Jiachao said that the release of the white paper is of great significance and timely, and we warmly welcome and support it. He stated that the SAR government will fully support and fulfill the content and requirements of the white paper, and he himself will lead and coordinate the administrative, legislative, and judicial organs of the SAR to fulfill their responsibilities in safeguarding national security. Li Jiachao shared his three understandings of the essence of the white paper. Firstly, the struggle to maintain national security in Hong Kong has never stopped, and the risks to national security still exist. 'We must always be vigilant'. Secondly, safeguarding national security is the responsibility of the central government. The SAR government supports and thanks the central government for formulating the Hong Kong National Security Law at the national level. The SAR government must conscientiously and effectively fulfill its constitutional responsibility to safeguard national security. Thirdly, the SAR government should safeguard the high-quality development of the "One Country, Two Systems" cause with high-level security and implement the requirements of the White Paper.
