Recently, the Beijing Municipal Bureau of Economy and Information Technology and four other departments jointly issued the "Several Measures for Promoting the Development and Utilization of Commercial Satellite Remote Sensing Data Resources in Beijing (2026-2030)" (hereinafter referred to as the "Measures"), which promote the development and utilization of commercial satellite remote sensing data resources from five aspects: strengthening the basic capacity construction of remote sensing data resources, common support capacity construction, scientific and technological innovation capacity construction, optimizing the environment for the development and utilization of remote sensing data resources, and expanding the application scenarios of remote sensing data resources, to create a satellite application service innovation highland that integrates space and earth, application traction, and digital intelligence integration. Strengthen the construction of spatial infrastructure. Support enterprise planning and construction of commercial satellite constellations with differentiated advantages, clear commercial value, and clear application prospects. Strengthen the application of new generation information technologies such as space cloud computing, artificial intelligence, and big data in satellite constellations. In terms of optimizing the development and utilization environment of remote sensing data resources, the Measures propose to promote open cooperation in satellite data. Strengthen the sharing of remote sensing data resources among government departments, explore data cooperation mechanisms with research institutions, enterprises and other entities in the field of satellite remote sensing, explore a new paradigm of "basic products+value-added services" for satellite remote sensing data, and improve the efficiency of data resource utilization. Strengthen the security guarantee of satellite data. Establish a sound data security management system, strengthen the security protection of satellite data acquisition, storage, transmission, and use, support technological innovation and application such as data encryption, trusted circulation, and security governance, and ensure that the development and utilization process is manageable, controllable, and traceable. Encourage various entities to cooperate with the cybersecurity and innovation industries, enhance the management level and risk identification ability of satellite data aggregation, strengthen the graded protection of data related to national security, trade secrets, personal privacy, etc., build a fully autonomous and controllable ecosystem throughout the entire chain, and ensure the security of satellite data. The Measures propose to expand the application scenarios of remote sensing data resources. Accelerate the integration of remote sensing and intelligent applications. Accelerate the development and utilization of remote sensing data resources through artificial intelligence, support the research and development of large-scale models in vertical fields, enhance the level of intelligent application of satellite data, and provide support in the form of computing vouchers. Publish and promote a batch of remote sensing large-scale models to enhance service efficiency in natural resources, disaster prevention and mitigation, ecological protection and other fields. Promote the construction of a technical standard system for the integration of communication and remote sensing data, and facilitate the unification of spatial and temporal benchmarks, mutual recognition of interfaces, and mutual trust in safety for navigation, positioning, communication, and remote sensing data. Promote the large-scale application of key industries. Support enterprises to create a batch of industry innovation demonstration application cases, further expand the breadth and depth of remote sensing data resources in key industries such as low altitude industry, intelligent networking, finance and insurance, cultural and creative tourism, urban governance, agriculture and rural areas, and space assets, and enhance the support capability of remote sensing data in both flat and emergency scenarios.
