Strengthen the overall regional protection of intangible cultural heritage

China is a major country of intangible cultural heritage. Intangible cultural heritage is an important component of China's excellent traditional culture and a vivid witness to the continuous inheritance of Chinese civilization. General Secretary Xi Jinping emphasized the need to solidly carry out systematic protection of intangible cultural heritage, better meet the growing spiritual and cultural needs of the people, and promote cultural confidence and self-improvement. The Proposal of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China proposes to "deeply implement the project of inheriting and developing excellent traditional Chinese culture, promote systematic protection and unified supervision and inspection of cultural heritage, strengthen effective protection and dynamic inheritance of historical and cultural cities, blocks, villages and towns." Protecting, inheriting and promoting intangible cultural heritage is of great significance for continuing historical context, strengthening cultural confidence, and building a socialist cultural power. The emergence and development of intangible cultural heritage are closely related to the social, cultural, and natural environment of specific regions. Attention should be paid to its dependence on the relevant cultural and ecological environment, and the protection of intangible cultural heritage and its nurturing and developing cultural and natural environment should be combined. Through cross system and interdisciplinary cooperation, regional overall protection should be strengthened to promote the sustainable development of intangible cultural heritage. Strengthen regional linkage and joint protection. There are numerous intangible cultural heritage sites in China, and strengthening regional linkage and promoting practical cooperation in intangible cultural heritage protection are key to improving the level of systematic protection. By building a multi-level collaborative mechanism, different regions can achieve complementary advantages in resource sharing, experience sharing, and capacity building, which helps to address common challenges in protection and strengthen the overall cultural ecology of the region. Since the establishment of the first national cultural ecological protection experimental zone in 2007, China has set up a total of 23 national cultural ecological protection (experimental) zones to comprehensively protect cultural forms with rich historical and cultural accumulation, good survival status, important value, and distinctive characteristics. Cultivate characteristic villages, towns, and neighborhoods with intangible cultural heritage. Building characteristic villages, towns, and neighborhoods with intangible cultural heritage in areas with abundant intangible cultural heritage resources, strong protection and inheritance, and active public participation can help integrate intangible cultural heritage projects with traditional villages, historical districts, and other native environments for overall protection and revitalization. For example, Jiqing Folk Street in Jiang'an District, Wuhan City, which was selected as one of the first batch of intangible cultural heritage characteristic villages, towns, and blocks in Hubei Province, has gathered many intangible cultural heritage projects such as Chu Opera, Han Opera, and Hubei Dagu to regularly carry out active protection and inheritance work. For example, Zhuyi Village in Daoming Town, Chongzhou City, Sichuan Province, a characteristic intangible cultural heritage village, has built a characteristic industry cluster centered on the bamboo industry around the national representative project of Daoming bamboo weaving, and launched various new consumer formats. We can fully explore the most representative intangible cultural heritage projects in the local area, strengthen multi-party cooperation in government guidance, market operation, and community participation, create a brand for external display and communication, promote the deep integration of intangible cultural heritage with regional development, and achieve the dynamic inheritance of intangible cultural heritage. Cultivate characteristic villages and towns with intangible cultural heritage based on local cultural characteristics, construct a series of characteristic cultural courtyards, and integrate intangible cultural heritage into rural cultural revitalization and beautiful rural construction. Reasonably utilize the characteristic spaces in historical and cultural villages and towns, concentrate on displaying local intangible cultural heritage projects, reasonably layout intangible cultural heritage related formats, and form a new cultural consumption scene that integrates display, experience, and consumption. Through innovative formats and optimized governance mechanisms, promote the transformation of cultural resources into economic value. Strengthen the work of intangible cultural heritage in communities. Bringing intangible cultural heritage back to daily life, shining brightly in its use, and gaining greater vitality in public understanding and awareness is an important path for the active inheritance of intangible cultural heritage. Community is the daily living space of residents and an important carrier of grassroots cultural construction in cities. Promoting "intangible cultural heritage in the community" not only helps to strengthen the systematic and overall protection of intangible cultural heritage, but also plays a role in serving grassroots and promoting grassroots social governance, injecting cultural vitality into community construction. Exploring the construction of intangible cultural heritage workshops, museums, community studios, community experience halls, etc. in communities with conditions can bring residents closer to intangible cultural heritage projects and inheritors, and achieve the protection of intangible cultural heritage by "seeing people, seeing things, and seeing life".
