Measurement is related to the national economy and people's livelihood, and is an important component of quality infrastructure. What is the implementation status of the "Measurement Development Plan (2021-2035)" issued by the State Council? At the special press conference on promoting the construction of a strong country in terms of quality held by the State Administration for Market Regulation on the 29th, Sun Hua, Deputy Director of the Metrology Department of the State Administration for Market Regulation, introduced that currently, the phased goals for 2025 that have been clearly planned have been achieved. All 274 tasks identified in the first phase action plan by the end of 2024 have been completed, and the 259 tasks identified in the phased action plan from 2025 to 2027 are steadily being implemented. Sun Hua introduced that during the 14th Five Year Plan period, the implementation of the metrological development plan achieved results. Systematic improvement of basic measurement capabilities. The construction of a new generation of high-precision and high stability quantum metrology standards has been accelerated, and the quantum reproduction of the seven basic units of the International System of Units has been basically achieved. More than 40 key technologies have been breakthrough in the fields of micro nano scale and femtosecond laser, and 34 national metrology standards, 23000 social public metrology standards, and nearly 8000 new standard materials have been developed, effectively ensuring the unity of national metrology units and the accuracy and reliability of measurement values. The development efficiency of measurement services has significantly increased. Focusing on integrated circuits, high-end equipment, artificial intelligence, aerospace, digital economy, national defense construction, green and low-carbon fields, 32 national industrial metrology testing centers, 4 national carbon metrology centers, 8 national professional metrology stations, 16 national metrology data construction application centers, 12 metrology talent training centers, and 22 national metrology technology committees have been approved for construction. The national modern advanced measurement system has been preliminarily established, and metrology has played a key role as a benchmark in the implementation of national strategies, major engineering construction, industrial innovation and development, and product quality improvement. The metrological governance system continues to be optimized and improved. Establish sound laws and regulations on metrology, revise 18 rules and regulations of metrology departments, issue 14 guiding opinions, and publish 652 national metrology technical specifications. We will deepen the pilot reform of management such as type approval and measurement authorization, with an annual mandatory inspection of over 130 million measuring instruments, and a total of more than 50000 type approval certificates issued. We will organize and carry out special rectification of electronic pricing scales, fuel dispensers, and civilian "three meters", effectively ensuring accurate measurement values and people's well-being in key areas such as trade settlement, medical and health, safety protection, and environmental monitoring. The openness of measurement and the continuous expansion of international influence. Deeply involved in international and regional metrological governance, leading the formulation and revision of three international recommendations, achieving an international comparison dominance rate of 14.6%, and surpassing 2000 internationally recognized calibration measurement capabilities, ranking among the top in the world. More than 10 bilateral and multilateral cooperation projects in metrology are steadily advancing, providing technical support for China's technology and products to go global. Sun Hua said that the next step would be to organically combine the implementation of the measurement plan with the implementation of the national "15th Five Year Plan", base on the "15th Five Year Plan", anchor the overall goal of 2035, continue to deepen the measurement reform and innovation, and accelerate the modernization of the measurement system and capacity.
