In order to optimize and expand service supply, promote the improvement of service consumption quality and benefit the people, the General Office of the State Council recently released the "Work Plan for Accelerating the Cultivation of New Growth Points in Service Consumption" on the 29th, proposing 12 policy measures from three aspects: stimulating the development vitality of key areas, cultivating the development momentum of potential areas, and strengthening support and guarantee. The plan outlines key service consumption areas such as transportation, housekeeping, online audiovisual, travel, automotive aftermarket, and inbound consumption. Transportation routes are also scenic routes, cultural belts, and industrial corridors. The plan proposes measures such as "formulating and issuing special support policies to promote the integrated development of railways and tourism", "accelerating the transformation of stations and trains into tourism", "developing immersive and diversified cruise consumer products", "strengthening yacht infrastructure and supporting service guarantees such as public docks and berths", and puts forward requirements from the aspects of transportation infrastructure construction and effective supply of transportation services to provide transportation support and guarantee for service consumption. In 2025, the number of inbound and outbound travelers in China will reach a historic high, with "China tourism" driving the popularity of "China shopping" and "inbound traffic" accelerating its transformation into tangible "consumption increment". The plan specifically deploys for inbound consumption, proposing practical measures such as "doing a good job in extending the trial period of unilateral visa free countries, studying and steadily expanding the scope of application of unilateral visa free, transit visa free, and regional visa free policies", "accelerating the global coverage of online processing of entry visas throughout the entire process", "increasing departure tax refund stores", etc., to create a more convenient and comfortable consumption environment for foreign tourists. The plan also proposes specific measures in the fields of home economics, online audio-visual services, travel, and automotive aftermarket services, including optimizing service supply, promoting pilot projects, innovating consumer scenarios, and strengthening talent cultivation, to stimulate development vitality. A performance ticket unlocks the full scene of "travel, shopping, eating, and accommodation", and "village super" activates the county economy. For potential areas such as performances, sports events, and emotional experiential services, the plan starts from improving incentive mechanisms, optimizing safety management, cultivating high-quality brands, and building platform carriers to cultivate development momentum. In terms of performance services, the plan proposes measures such as "optimizing performance management, scientifically and reasonably setting safety capacity limits, and continuously promoting cross regional tours", "exploring the adjustment of qualified and willing performance groups and professional theaters to public welfare second-class institutions, establishing and improving incentive mechanisms", and "strengthening the crackdown and punishment on acts such as proxy grabbing and reselling". In terms of sports event services, the plan is clear, optimizing and improving the safety management of large-scale mass activities, and reasonably determining the safety capacity of the venue based on classification and grading. The capacity used for setting up security buffer zones should not exceed 10% of the available seats on the venue. Encourage the introduction of a number of excellent foreign sports events and support local mass sports events. There are a wide variety of scenarios for experiential consumption, and it also faces challenges such as broad scope, difficult to quantify standards, and more complex rights protection.
