In recent years, various provinces and cities across the country have actively planned and laid out in the field of low altitude economy. With the continuous increase in the number of drones and operators, low altitude business scenarios such as agriculture and animal husbandry, inspection, logistics, surveying and photography, and performances are constantly emerging. The demand for operational management in the development of the drone industry is becoming increasingly strong. Not long ago, the mandatory national standard "Operation Identification Specification for Civil Unmanned Aerial Vehicle Systems" (hereinafter referred to as the "Specification") organized by the Civil Aviation Administration of China was approved and released by the State Administration for Market Regulation (National Standards Committee). The "Regulations" will be officially implemented from May 1, 2026, further strengthening the management of safe operation of drones. The relevant person in charge of the Air Traffic Control Industry Management Office of the Civil Aviation Administration of China stated that the development of low altitude economy must adhere to the core concept of "safety first" and follow the basic principle of "being able to control" before "being able to release". And 'visibility' is the primary prerequisite for achieving 'controllability', and implementing operational identification requirements is the key measure to solve the problem of 'visibility' in low altitude airspace. It is reported that the recently released "Regulations" directly address the pain points of "invisible and uncontrollable", requiring drones to actively report identity, location, speed and other information throughout the entire operation process, and establish a full chain technical standard from the sending section, communication link section to the receiving section, which does not involve user personal privacy and can achieve precise monitoring and supervision. The person in charge pointed out that the Civil Aviation Administration of China organized the compilation of the "Regulations" to meet the requirements of relevant national laws and regulations for unmanned aerial vehicles to actively report identification information and achieve reliable monitoring, further improve the safety level of low altitude aircraft operation, and promote the safe and orderly development of low altitude economy. In addition, the "Regulations" have made clear provisions on its scope of application: applicable to the design, production, manufacturing, testing, inspection, approval, and operation of civil unmanned aerial vehicle systems, broadcasting and network operation identification dedicated receiving and processing systems for civil unmanned aerial vehicle systems, as well as network equipment and communication links for civil unmanned aerial vehicle system operation identification; Not applicable to large civil unmanned aerial vehicle systems that operate only within civil aviation controlled airspace and meet the requirements of airspace access communication, navigation, and monitoring capabilities, as well as civil unmanned aerial vehicle systems that operate only indoors. What impact will the implementation of the "Regulations" on May 1, 2026 have on the normal use of previously sold unmanned aerial vehicles? The Regulation proposes that from the date of its official implementation on May 1, 2026, civil unmanned aerial vehicles without operational identification and transmission functions should not be put into operation. Before November 1, 2026, unmanned aerial vehicles that have broadcast or network-based operational identification and transmission functions but do not meet the specified terms of the "Specification" can still continue to operate; At the same time, equipment manufacturers should install operation recognition modules on civil unmanned aerial vehicle systems within this period, ensuring that they have both broadcast and network operation recognition functions, and at least meet the requirements specified in the "Specification". From the date of implementation of the "Regulations", a transition period of 36 months will be granted for civil unmanned aerial vehicle systems equipped with operational identification modules. After the transition period ends, all civil unmanned aerial vehicles must fully meet the requirements of the "Regulations" before they can be put into operation. In addition, for unmanned aerial vehicle systems that meet the firmware upgrade conditions and operational recognition requirements, manufacturers should proactively disclose product firmware upgrade service plans; For unmanned aerial vehicle systems that do not have firmware upgrade conditions, manufacturers should proactively disclose hardware upgrade service plans. The relevant person in charge of the Air Traffic Control Industry Management Office of the Civil Aviation Administration of China stated that from a technical perspective, the "Specification" unifies the detailed functions and indicator parameters of the operation identification sending section, communication link section, and receiving section, especially innovatively proposes the requirements for the operation identification receiving and processing system, and fills in the information chain and industry chain of the operation identification of civil unmanned aerial vehicle systems. From the perspective of civil unmanned aerial vehicle system products and infrastructure construction, the "Regulations" have minimized the difficulty for manufacturers to achieve reliable monitoring of unmanned aerial vehicles, laying the foundation for the safe integration of more large-scale and diverse low altitude aircraft into China's low altitude airspace and air traffic system in the future. It plays a leading role in low altitude, high complexity, high-density, and high integration operations. Overall, the release and implementation of the "Norms" provide an effective technical approach to meet the demand for visible operation of low altitude cooperative unmanned aerial vehicles throughout the entire process, real-time acquisition of unmanned aerial vehicle flight dynamics, and support for the implementation of national low altitude related laws and regulations at the technical standard level. It lays a solid foundation for building a low altitude flight service guarantee and safety supervision system, and will strongly support the safe and orderly development of the low altitude economy.
