In China's industrial practice, the empowerment of emerging industries by artificial intelligence is evolving from single point assistance to system reconstruction. At the national level, artificial intelligence has been positioned as a key technology driving the development of emerging industries such as next-generation biotechnology, new energy, and high-end equipment. On the one hand, artificial intelligence has profoundly changed the paradigm of innovation. For example, in the field of biomanufacturing, big data models efficiently predict protein structures, compressing traditional laboratory screening into digital simulations, greatly accelerating the industrial process of synthetic biology. On the other hand, artificial intelligence has given birth to a new integrated business model. In the field of low altitude economy, artificial intelligence integrates airspace, meteorological and other data to achieve intelligent scheduling of drone clusters, providing new solutions for urban logistics, rescue and other areas. According to data from the Ministry of Industry and Information Technology, China's artificial intelligence industry will exceed 1.2 trillion yuan by 2025, which is a direct manifestation of its deep empowerment of emerging industries and the formation of a multiplier effect. Throughout the world, major economies view artificial intelligence as a key technology for reshaping emerging industries. The United States is implementing a "cutting-edge targeted research and development" model, and the White House has released policies such as "Winning the AI Competition: The US AI Action Plan" to guide the convergence of artificial intelligence in key fields such as biotechnology and quantum information. Its strategic core is to maintain its comprehensive advantage in emerging industry competition. The EU implements a "rules led" model, establishes regulatory benchmarks through the Artificial Intelligence Act, and invests across borders in emerging industries such as microelectronics and hydrogen energy, building a technology sovereignty ecosystem that is in line with its values and industry interests. Compared to this, China exhibits significant characteristics of "application driven and scale driven". This is due to China having the world's most complete industrial system and a super large market. The urgent need for industrial upgrading provides rich application scenarios for artificial intelligence. For example, in the field of urban governance, the "city brain" system has emerged, directly incubating emerging industries such as intelligent connected vehicles and urban Internet of Things, with little precedent in terms of complexity and application breadth internationally. In addition, the collaborative mechanism of "national guidance local pilot enterprise response" transforms scene advantages into industry advantages. The previously issued 'Opinions on Deepening the Implementation of the' Artificial Intelligence+'Action' has drawn a panoramic roadmap for the nesting of artificial intelligence and emerging industries. Zhejiang and other regions have built a collaborative agile ecosystem around key enterprises, research institutes, etc., accelerating the release of artificial intelligence technology dividends. However, we should also pay attention to the existing challenges, such as insufficient supply of basic theories in some fields, weak integration with the real economy, and weak competitiveness in high-end links of the industrial chain. Next, we need to focus on key issues and find scientific solutions. Strengthen the supply of basic theories and core technologies of artificial intelligence. Facing the forefront of world technology and major national needs, we will strengthen organized scientific research on basic theories, key algorithms, and other technologies related to artificial intelligence. Give full play to the advantages of the new national system, promote the formation of a consortium of national laboratories, universities, and leading scientific and technological enterprises, and strive to achieve original breakthroughs in major technologies. Accelerate open source and construction of internationally advanced algorithm model libraries and toolchains, and change the situation where key core technologies are subject to human control. Promote the deep integration of artificial intelligence and strategic emerging industries. Strengthen the driving force of scenarios, focus on strategic emerging industries such as new generation information technology, biotechnology, new energy, and new materials, and systematically sort out the intelligent demand in the market. Encourage artificial intelligence enterprises to collaborate with various industries in technological research and development through methods such as "unveiling the list and leading the way". Accelerate the engineering and scale implementation of technological achievements, making artificial intelligence a universal empowerment tool for enhancing industrial innovation capabilities. Comprehensively enhance the competitiveness of high-end links in the artificial intelligence industry. We will focus on cultivating leading enterprises, supporting the development of specialized, refined, unique, and new small and medium-sized enterprises, and forming a pattern of integrated innovation among large, medium, and small enterprises. Strengthen the development and utilization of high-quality data elements, coordinate and advance the construction of new infrastructure such as intelligent computing power and high-speed networks. Improve laws, regulations, and ethical norms related to artificial intelligence, participate in global AI governance, and lead the AI industry to become more competitive on an international scale.
