Multiple mandatory national standards for low altitude will be implemented within 2026, and the supervision of the drone industry will enter a new stage of standardization and normalization. Production enterprises that do not comply with mandatory national standards will face product recall risks. Meanwhile, major companies in eVTOL (Electric Vertical Takeoff and Landing) are expected to achieve airworthiness by 2027. With the acceleration of low altitude economy from concept to reality, the industry threshold continues to rise, and the industry calls for strengthening talent and institutional reserves to safeguard the safe and healthy development of the industry. GB42590-2023 "Safety Requirements for Civil Unmanned Aerial Vehicle Systems" is the first mandatory national standard in China's civil unmanned aerial vehicle field. Its implementation marks a new stage of unmanned aerial vehicle supervision with standards to follow. Subsequently, a series of low altitude mandatory national standards will be released and implemented one after another. Among them, GB46750-2025 "Operation Identification Specification for Civil Unmanned Aerial Vehicle Systems" and GB46761-2025 "Real name Registration and Activation Requirements for Civil Light and Small Unmanned Aerial Vehicles" will be officially launched on May 1, 2026. These two standards are directly related to operational activities and end users. GB46860-2025 "Unique Product Identification Code for Civil Unmanned Aerial Vehicles" will be implemented on January 1, 2027. This standard requires unmanned aerial vehicles to achieve one code per aircraft and one code for life. In response to the widespread phenomenon of drone modification, relevant departments are exploring the development of management plans for core components and core systems. Recently, it was learned from the "Training Course on Developing New Quality Productivity Based on Local Conditions in the 15th Five Year Plan" that in addition to the above standards, mandatory national standards such as "Data Recording Requirements for Flight Control Systems of Civil Unmanned Aerial Vehicles", "Perception and Avoidance Requirements for Civil Unmanned Aerial Vehicles", and "Safety Requirements for Data Links of Civil Unmanned Aerial Vehicles" have been approved, and mandatory national standards such as "Technical Requirements for Electronic Fence Onboard Platforms of Civil Unmanned Aerial Vehicles" are already under planning. Several attendees told reporters that more than ten mandatory national standards will be introduced in the future around the low altitude economy. As a post regulatory measure, mandatory national standards do not affect product launch, but companies found to have products that do not meet the standards during spot checks will face the risk of product recalls. After preliminary visits, it was found that more than half of the drone manufacturing enterprises have not fully met the mandatory national standard requirements. With the gradual landing of low altitude economy, the industry threshold will continue to increase to ensure the safe and healthy development of the industry. The low altitude regulatory capabilities and talent reserves in various regions will also face challenges, requiring a moderate advance layout. Regarding local development, the reporter learned that according to incomplete statistics, over 20 provinces, autonomous regions, and municipalities in China have established low altitude economic industry funds, with a total scale exceeding 120 billion yuan; Shanghai is currently formulating the "Shanghai Low altitude Infrastructure Construction Plan" and the "Shanghai Low altitude Scenario Expansion Plan". According to relevant sources, the Shanghai Low altitude Economy Industry Standardization Technical Committee is currently under construction to establish flight standards for mega cities, and to assist in the formation of national standards under the guidance of the whole country. In addition, Shanghai is also building a municipal low altitude flight service center. Experts attending the meeting revealed that it is expected that by 2027, major eVTOL companies in China may complete the certification process. Zhou Longchao, co-founder of eVTOL manufacturing company, confirmed this, stating that the company is actively promoting certification work and has entered the domestic verification stage. It is expected to obtain the airworthiness certificate as early as 2027. With the continuous maturity and large-scale use of technology, the cost per kilometer of eVTOL is expected to be as low as 4 yuan in the future.
