National Health Commission: Using traditional Chinese medicine to amplify the benefits of healthcare reform for the people

At present, there are 2199 counties and cities (including city districts) in China, with a total of 3099 closely connected county-level medical communities. More than 40% of county-level traditional Chinese medicine hospitals have led the establishment of county-level medical communities. "On January 26th, at a press conference held by the National Health Commission, Meng Qingbin, Director of the Medical Administration Department of the State Administration of Traditional Chinese Medicine, introduced that the county-level medical communities led by traditional Chinese medicine hospitals have effectively promoted the extension of high-quality traditional Chinese medicine services to grassroots levels. In November last year, the State Administration of Traditional Chinese Medicine and the National Health Commission issued a notice requiring all regions to "learn and promote the experience and practices of Sanming medical reform to promote the inheritance, innovation and development of traditional Chinese medicine". Shandong Province has comprehensively promoted the five comprehensive service models of traditional Chinese medicine classics, external treatment, rehabilitation, nursing, and prevention of diseases in clinical departments of public hospitals, and has promoted them to grassroots medical and health institutions through the construction of medical communities, creating 242 traditional Chinese medicine characteristic health centers. Deqing County, Guangdong Province is exploring the establishment of a health management specialty outpatient clinic led by a traditional Chinese medicine hospital, forming a team for the prevention and treatment of cardiovascular, tumor, stroke and other diseases, and collaborating with family doctors and other teams to promote the better integration of traditional Chinese medicine into the full life cycle health services. Yang Jinrui, spokesperson for the National Health Commission and deputy director of the Propaganda Department, stated that various regions have learned from the experience of traditional Chinese medicine reform in Sanming according to local conditions, focused on key areas to seek breakthroughs, promoted institutional and mechanism innovation, and explored and formed a number of reform measures with local characteristics that are conducive to the inheritance and innovation of traditional Chinese medicine, using traditional Chinese medicine to amplify the benefits of medical reform for the people. In response to the pain points of traditional Chinese medicine decoction, 55 counties (cities) in Anhui Province have established county-level smart shared Chinese medicine pharmacies, implementing unified procurement, warehousing, dispensing, decoction, free home delivery and other services at the county level. Wang Huixiao, Director of Anhui Provincial Administration of Traditional Chinese Medicine, introduced that compared with 2024, the proportion of discharged patients from county-level traditional Chinese medicine hospitals in the province increased by 7% last year, the number of traditional Chinese medicine prescriptions increased by 42%, the volume of non pharmacological therapy services increased by 6%, and medical insurance fund expenditures were reduced by 6%. The public can enjoy high-quality and affordable traditional Chinese medicine services nearby. In response to the issue of reimbursement for traditional Chinese medicine medical insurance, Sichuan Province has coordinated the provincial government's special funds for traditional Chinese medicine to tilt towards grassroots levels year by year, with an annual increase of about 16%. It has promoted the inclusion of traditional Chinese medicine diagnosis and treatment projects and traditional Chinese medicine in medical insurance payments, with the proportion of individual self payment for traditional Chinese medicine under Class B management reduced to 10%, encouraging the application of traditional Chinese medicine and reducing the burden on the masses. Tian Xingjun, Director of Sichuan Provincial Administration of Traditional Chinese Medicine, stated that while increasing medical insurance payments, the province has basically built a "10 minute accessible circle" for traditional Chinese medicine services in urban and rural areas, promoting the volume of grassroots traditional Chinese medicine services to reach 51.7%, and the level of traditional Chinese medicine health and cultural literacy among residents to reach 28.89%. In order to fully reflect the technical and labor value of traditional Chinese medicine personnel, Sanming City has added a service fee for traditional Chinese medicine decoction pieces, increased the cost of traditional Chinese medicine syndrome differentiation and treatment, and fully reimbursed medical insurance. For qualified traditional Chinese medicine decoction pieces and 31 non pharmacological therapies outpatient clinics, there is a "zero deductible, 80% reimbursement", and the annual payment limit has been increased. Zhang Yuanming, Deputy Mayor of Sanming City, Fujian Province, introduced that the reform effectively reduces the burden on the masses. For example, after the establishment of the Traditional Chinese Medicine Classic Ward in Ninghua County Traditional Chinese Medicine Hospital, medical expenses decreased by 45.36% compared to the same period in the internal medicine ward. The good experience of promoting the inheritance and innovative development of traditional Chinese medicine in Sanming's medical reform is being promoted and implemented. Yan Huaguo, Director of the Department of Traditional Chinese and Western Medicine Integrated with Ethnic Medicine of the State Administration of Traditional Chinese Medicine, stated that relevant departments will continue to guide Sanming to iterate and upgrade in deepening medical reform, deeply integrate traditional Chinese medicine into all aspects of medical reform, and take multiple measures to provide diversified and multi-level traditional Chinese medicine health services for the masses.
