In recent years, various regions have actively explored the cultivation of elderly care service operators, effectively promoting the development of the silver haired economy. Recently, the Ministry of Civil Affairs, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Commerce, the State Administration of Market Supervision, and the China National Intellectual Property Administration jointly issued Several Measures on Cultivating Elderly Care Service Operators to Promote the Development of the Bank hair Economy (hereinafter referred to as "Several Measures"), aiming to fully stimulate the vitality of various elderly care service operators, create a good environment for investment and entrepreneurship, promote the development of the Bank hair economy, and better meet the multi-level and diversified elderly care service needs of the elderly. Strengthening comprehensive supervision of the elderly care service industry combines both livelihood and industrial attributes, connecting the well-being of the elderly population on one hand and the development of business entities on the other. Li Banghua, Director of the Elderly Care Service Department of the Ministry of Civil Affairs, pointed out that in the elderly care service industry, the main body of elderly care service operation is the service provider and the supply side, while the elderly are the serviced and the demand side. In recent years, civil affairs departments at all levels and relevant departments have adhered to fair supervision and standardized law enforcement, accelerated the establishment and improvement of a comprehensive supervision system for elderly care services, safeguarded the legitimate rights and interests of all parties, and promoted the healthy and sustainable development of the industry. To protect the rights and interests of the elderly, the "Several Measures" focus on enhancing their risk identification and self-protection abilities, strengthening publicity, education and guidance, and through in-depth activities such as the "Respect for the Elderly Month" and national education on population aging, widely popularize knowledge about preventing fraud and illegal fundraising among the elderly, and enhance their awareness of safeguarding their rights and preventing fraud. On the other hand, cooperate with relevant departments to regulate market order. Jointly with market supervision, public security and other departments, we will focus on rectifying prominent issues that infringe upon the rights and interests of the elderly, and severely crack down on illegal and irregular behaviors such as exaggerating product efficacy and false advertising to induce irrational consumption among the elderly; Continuously crack down on the promotion of unreasonable low-priced tourism and high priced health products under the guise of "free tourism" and "health lectures". To safeguard the rights and interests of business entities, the "Several Measures" emphasize standardizing administrative supervision, promoting local civil affairs departments to work with relevant departments to reasonably determine the frequency, methods, and scope of administrative inspections of elderly care service institutions, promoting "double random, one open" supervision, minimizing interference with normal operations, and resolutely eliminating behaviors such as "arbitrary fees, inspections, law enforcement, and fines". Serious investigation and punishment will be carried out on all kinds of improper practices targeting elderly care service operators, to prevent profit driven inspections, arbitrary inspections, and selective law enforcement. On the other hand, we will promote industry self-discipline, fully leverage the bridging role of industry associations, guide elderly care service institutions to strengthen industry self-discipline, standardize business behavior, advocate for a reasonable, transparent, open and fair pricing mechanism, and safeguard the legitimate rights and interests of both consumers and business entities. Improving people's livelihood and elderly care services is not only a heartwarming livelihood cause, but also a promising sunrise industry with enormous potential. Guo Meng, a second level inspector of Tianjin Civil Affairs Bureau, introduced that in recent years, Tianjin has set the goal of "affordable food for the elderly, profitable enterprises, and sustainable services", calculated the three accounts of demand, responsibility, and economy, optimized the environment, clarified the path, and innovated the mechanism, and basically achieved full coverage of services in urban areas. A preliminary elderly meal assistance service network with "low government subsidies, full market operation, full population service, and sustainable development" has been established. At present, Tianjin has opened 1852 elderly canteens, achieving 100% market-oriented operation, serving a total of 22 million people, including over 15.84 million elderly people and 7.04 million elderly people receiving subsidies for those in difficult old age. In recent years, Zhejiang has vigorously promoted the construction of silver haired economic industrial parks, created silver haired neighborhoods, and explored many new models for the development of silver haired economy. Fang Renbiao, Deputy Director of the Civil Affairs Department of Zhejiang Province, introduced that Zhejiang actively improves the mechanism for coordinated development of elderly care and industry, attaches great importance to the development of the silver hair economy, innovatively constructs a new pattern of "four zone linkage" of parks, blocks, scenic spots, and communities, and explores a high-quality development path of the silver hair economy with Zhejiang characteristics. Suzhou, Jiangsu actively applies the integration results to civil affairs services around the four keywords of "platform, scenario, product, and talent", especially in the field of elderly care services, striving to promote the coordinated development of elderly care industry with silver hair technology and silver hair economy industry. Sheng Le, Director of the Civil Affairs Bureau of Suzhou, introduced that Suzhou has focused on creating three major scenarios: "Demonstration Center - Smart Institution - Home Community", allowing smart elderly care to truly be implemented in the three models. Suzhou has developed specialized functional modules for 10 high-frequency services, including "Elderly Care Map," "Elderly Ability Assessment," "Aging Adaptation," and "Three Benefits for the Elderly Insurance Application." These modules are integrated with the Suzhou Citizen Life Service Portal "Su Zhou Zhou" App, allowing elderly people and their children to easily access policy inquiries, service appointments, and accident insurance applications on their mobile phones. Crackdown on elderly fraud in Shaanxi Province: 8.87 million elderly people aged 60 and above, accounting for 22.4% of the province's permanent population, higher than the national average. In recent years, Shaanxi has focused on the diversified service needs of the elderly, with policy guidance, funding support, innovation as the driving force, talent as the core, and regulation as the bottom line. It has comprehensively optimized the support environment of the elderly care service market, and formed a virtuous cycle mechanism where the cause drives the industry and the industry supports the development of the cause. Li Ping, Deputy Director of the Department of Civil Affairs of Shaanxi Province, introduced that in building a full chain policy system, Shaanxi has issued more than 20 policy documents, forming a policy loop covering subject cultivation, facility construction, and operational development. In terms of focusing on standardized supervision and guidance, Shaanxi has established a joint supervision mechanism among multiple departments, introduced measures for pre fee management, safety supervision, and cooperation with procuratorial supervision in elderly care institutions, carried out a safety hazard clearance action, opened a special guidance channel for fire inspection, organized experts to provide free technical services on-site, and guided the installation of adaptive facilities such as simple sprinklers and intelligent smoke detectors. Provincial financial support of 2.2 million yuan will provide free training for 3000 personnel on duty in the fire control room of elderly care institutions. Establish a sound "double random, one open" inspection system, improve 15 provincial-level local standards, and take the lead in drafting 1 industry standard of the Ministry of Civil Affairs to standardize and regulate market order. We will crack down severely on fraud involving the elderly, recover more than 750 million yuan in lost assets, deepen anti fraud propaganda and education, and promote the formation of a full chain work pattern of "crackdown prevention governance". As a major economic province and a province with a large elderly population in China, Guangdong relies on its advantages in manufacturing clusters and technological innovation resources. Adhering to the concept of "smart health and wellness, Guangdong's manufacturing becomes stronger", Guangdong is fully committed to creating a highland for the development of elderly products and supplies. Xiong Song, Deputy Director of the Department of Civil Affairs of Guangdong Province, introduced that Guangdong has strengthened special policy support to promote industrial upgrading. Through a series of measures such as improving policy supply, strengthening fiscal financing support, and optimizing the business environment, we will continue to increase the cultivation of elderly product and supplies enterprises. As of now, the province has cultivated over 30000 specialized and innovative small and medium-sized enterprises, including intelligent robots and high-end medical equipment, and over 2000 specialized and innovative "little giant" enterprises, ranking among the top in the country in terms of quantity.
