The modernization enlightenment of innovation and entrepreneurship practice for young people in border areas
2026-01-27
On the new journey of promoting high-quality development and practicing Chinese path to modernization, how to build endogenous development impetus, shape self-development ability, further strengthen the awareness of the Chinese nation community, and promote the construction of the Chinese nation community has become a very urgent issue of the times. Youth innovation and entrepreneurship in border areas are becoming a new force in local development, providing inspiration for the modernization of border regions. Since the development trend of innovation and entrepreneurship among young people in border areas entered a new era, a group of young innovation and entrepreneurship groups have emerged in China's border regions. Entrepreneurial youth are based on the resource endowment of border areas, seize the opportunity of new technological changes, cultivate community economy and small and micro industries, practice the concept of inclusive innovative development, and promote better integration of border areas into the national unified market. Rangtang County is a remote county in Aba Prefecture, which has long lacked industrial support and developed slowly in the past. Since the 18th National Congress of the Communist Party of China, the local area has relied on intangible cultural heritage and ethnic handicraft resources to establish non genetic learning centers, which have continued to grow and develop, cultivating a total of 174 representative inheritors of intangible cultural heritage at all levels (including 1 national level, 7 provincial level, and 14 state-level). The transmission center has explored a development model of "intangible cultural heritage+research+innovation integration". Since 2016, local entrepreneurial teams have built 23 enclave transmission bases in Shanghai, Shenzhen and other places. For example, a studio was established in Jingdezhen in 2021, which organized thangka painters to successfully combine mineral pigments from Rangtang with high-temperature porcelain painting techniques after three years of exploration, creating the innovative category of thangka porcelain plate painting, and helping to achieve the functional transition from traditional Tibetan "folk craftsmen" to modern "cross-cultural disseminators". Nowadays, the intangible cultural heritage industry has been deeply integrated into the entire process of rural revitalization and high-quality development in Rangtang County. The annual output value of related industries exceeds 20 million yuan, directly driving employment and entrepreneurship of more than 500 farmers and herdsmen, and radiating more than 3000 people to participate in the development of intangible cultural heritage and ethnic handicrafts. The per capita annual income increase is more than 4000 yuan, and some core practitioners have an annual income increase of 42000 yuan. Rangtang County has taken the empowerment of youth development through intangible cultural heritage practices as the core focus, exploring effective paths for endogenous development in border areas. The new generation of young entrepreneurs rooted in the border areas have distinct characteristics different from the old generation of entrepreneurs. One is to lead the endogenous development of the border areas. Endogenous development is the fundamental characteristic of innovative development among young people in border areas. Especially in the innovative development practices in the eastern part of the Qinghai Tibet Plateau, local endogenous characteristics have been demonstrated in terms of development subjects, specific paths, enterprise management methods, and the relationship between entrepreneurs and employees. Entrepreneurs are usually more respectful of the dominant position of local people. Based on a rational evaluation of local development resources, they reorganize farmers, herdsmen, and artisans by establishing small and micro enterprises, cooperatives, workshops, etc., providing nearby and convenient job opportunities for community residents. Together, they transform local natural and cultural resources into personalized products and services, explore effective ways to combine Tibetan traditional social ethics with modern market concepts, and strive to be a connector between the border and domestic and foreign markets. The second is to root in the community and complete small and micro development. Young entrepreneurs in border areas tend to develop a "host economy" targeting niche consumer groups both domestically and internationally, and explore the development path of small and micro industries with "small businesses, big brands, and high dignity". Strive to break through the limitations of "small and weak" through the connotative development of "small and beautiful", and achieve the development effect of "seeing the big in the small". The small and micro industry here is a small-scale industrial form that matches the carrying capacity of specific communities and has self generating ability. It is more compatible with the resource endowment characteristics of border areas and the original livelihood patterns and conceptual structures of border residents, forming a positive entrepreneurial ecology that upholds integrity and innovation. The third is to achieve the development of cultural consciousness. Consciousness includes cultural consciousness and individual value consciousness. The former refers to the re cognition and value judgment of young entrepreneurs in border areas towards their own traditional culture and even towards the entire Chinese culture; The latter refers to integrating the realization of personal value into the process of creating greater economic and social value, thereby truly realizing the value and meaning of one's own life. For border residents, this self-awareness is a process of constructing national and self-identity, which can promote long-term regional stability at a deep level. The self-consciousness of frontier young entrepreneurs is based on certain education. For example, they have generally received higher education, and some of them also have learning experience in first-class universities at home and abroad. They have a broad international vision, can keenly grasp the new development opportunities in the post industrialization period, actively adapt to the industrial development trend in the era of mobile Internet and even artificial intelligence, and realize the effective connection between local cultural resources and the external market. The fourth is to promote the interlocking development of various ethnic groups. Frontier youth entrepreneurship teams are often composed of youth from different ethnic groups, such as the cultural and tourism development team of Qianhu Tibetan Village in Litang County, Ganzi Prefecture, Sichuan Province, the rural revitalization entrepreneurship development team in Batang County, and the cultural and creative entrepreneurship team in Lhasa, Xizang. In fact, this kind of entrepreneurial activity has promoted exchanges and exchanges among all ethnic groups at the grass-roots level. It is a vivid practice for young people of all ethnic groups to develop together, become rich together and move towards Chinese path to modernization together, which helps to build a strong sense of community of the Chinese nation. Overall, young entrepreneurs in border areas have dynamically balanced the interests of entrepreneurs and local community residents, community development and human development, economic and social benefits and ecological environment benefits through establishing entrepreneurial enterprises. This is a vivid practice of the new development concept and is expected to lead a path of high-quality economic and social development rooted in local culture, integrated into national development, facing the global market, and focusing on future trends. The development of entrepreneurial practices among young people in border areas provides insights. Currently, the emergence of independent entrepreneurial practices among young people in border areas is the result of a combination of multiple factors. Firstly, technological change brings important opportunities. The new technological changes such as informatization and digitization have triggered the rise of global non standardized product production models, which are highly compatible with the special realities of border areas. The second is to create space for national policies. Since the 18th National Congress of the Communist Party of China, the central government has proposed the implementation of an innovation driven development strategy, providing policy space for innovation and entrepreneurship among young people in border areas. Governments at all levels have continuously optimized the business environment, improved infrastructure, and effectively reduced the costs and risks of entrepreneurship. The third is the emergence of new social groups through intergenerational replacement. The intergenerational replacement of population is an important factor in promoting social development and updating concepts. With the development of education in ethnic regions, the scale of the young generation in border areas who have received higher education continues to expand. The "80s" and "90s" youth are more willing and capable of joining the development trend of the new economy. The achievements of entrepreneurial pioneers have attracted more ethnic minority youth to join through demonstration and diffusion effects, enabling innovation and entrepreneurship to gain wider recognition. The fourth is the cohesion of endogenous value consensus. Unlike the older generation of entrepreneurs who started their businesses from a livelihood and economic perspective, the emergence of contemporary young entrepreneurs in border areas is rooted in changes in social values. The improvement of individual cognitive abilities and broader social mobility driven by education has given rise to cultural consciousness and achieved a reassessment of the contemporary value of traditional culture. The innovation and entrepreneurship of young people in border areas are highly aligned with the country's development goals and have rich historical significance. Firstly, in terms of improving people's livelihoods, entrepreneurs root in rural areas for development, providing convenient employment opportunities for farmers and herdsmen nearby, increasing cash income, and reducing relative poverty. Small and micro enterprises organically combine the original production methods and modern production methods in ethnic areas, promoting the maintenance and improvement of local sustainable livelihoods. Secondly, in terms of promoting social mobility, youth entrepreneurship constitutes one of the important channels for social mobility in border areas, providing a new stage for the development of talents and the realization of life values of border youth. It not only effectively promotes the development and upward social status of youth of all ethnic groups, but also promotes the healthy development of society in border ethnic areas and the people-oriented modernization transformation. Thirdly, in terms of value guidance, under the guidance of Party building, orderly development of youth innovation and entrepreneurship is carried out, which highly aligns the Party's purpose of serving the people with the concept of social enterprises serving society, promotes the achievement of endogenous value consensus, helps to build a deep and stable structure in border societies, promotes equal and two-way communication and mutual learning between social enterprises in the eastern and western regions, enhances mutual recognition, and continuously promotes the generation and solidification of the sense of community of the Chinese nation.
