The reporter recently learned from the National Conference of Judicial Department (Bureau) Directors held by the Ministry of Justice that in 2026, the Ministry of Justice will focus on improving the long-term mechanism for regulating administrative law enforcement related to enterprises, regularly correcting prominent law enforcement problems, and continuously promoting the standardization of administrative law enforcement construction. Establish a sound administrative reconsideration system and mechanism, and make efforts to deepen and refine the substantive resolution of administrative disputes and enhance the effectiveness of supervision and lawful administration. At the same time, the Ministry of Justice will strengthen the supply of legal and regulatory systems, accelerate the implementation of legislative plans, and strengthen research and reserves on cutting-edge issues in emerging fields. Focusing on improving the quality and efficiency of legislation, we will highlight the use of the "small quick spirit" and "small incision" legislative models. Strengthen the implementation of the Arbitration Law and the Commercial Mediation Regulations, accelerate the cultivation of world-class arbitration institutions and law firms, and support the establishment of high-level international commercial mediation organizations. Efforts should be made to strengthen public legal services, enhance legal publicity and education, and continuously improve the public's sense of gain in the rule of law. It is reported that significant achievements have been made in various aspects of judicial administration in 2025. Leading the organization to carry out a special action to standardize administrative law enforcement related to enterprises, effectively rectifying prominent problems such as the "four chaos", the total number of administrative inspections related to enterprises nationwide has decreased by 33%, and the average proportion of problems found has increased by 18.5 percentage points. Efforts have been made to enhance the quality and efficiency of administrative reconsideration, with 1.115 million administrative reconsideration cases handled and over 90% substantially resolved. The grassroots foundation of the judicial office has been further strengthened, and the work pattern of various mediation connections and linkage has been deepened.
