Military training wounded who have completed clinical treatment or early rehabilitation in military hospitals and need to continue with intermediate and later rehabilitation treatment after evaluation by the hospital can be transferred to rehabilitation institutions for further treatment. If the condition of the wounded changes during the rehabilitation period in the rehabilitation institution and exceeds the rescue and treatment capabilities of the institution, they should be promptly transferred to military hospitals for clinical treatment. Recently, the Logistics Support Department of the Central Military Commission issued relevant regulations on the two-way referral of military training wounded officers and soldiers for rehabilitation and treatment, clarifying specific matters. It is understood that in order to improve the rehabilitation and treatment level of military training wounded officers and soldiers, and to improve the support system, working mechanism, and ability level of rehabilitation and treatment during peacetime and wartime, relevant departments of the Logistics Support Department of the Central Military Commission have standardized the two-way referral work for rehabilitation and recuperation of training wounded officers and soldiers. The regulations specify that the referral targets are active duty military personnel registered in the military training injury monitoring and management system, who suffer from moderate or above injuries and have indications for rehabilitation treatment. The referral diseases and scope shall refer to relevant standards. Two way referral for military training injury rehabilitation and recuperation, mainly within the theater of operations. If there is a need for injury rehabilitation treatment, cross theater referral can also be implemented according to designated areas. In terms of referral process, military hospitals refer patients to rehabilitation institutions according to the procedures of the main department's application, comprehensive evaluation, clarification of referral opinions, certification by rehabilitation institutions, and timely recovery of patients; When a rehabilitation institution refers to a military hospital, it should mainly focus on transferring to the original treatment hospital for continued treatment. It can also transfer to other military hospitals according to the needs of injury and treatment, and handle admission procedures in accordance with relevant regulations. The regulations also specify the referral of military health institutions to rehabilitation institutions. The referral conditions are that military training wounded who have not achieved satisfactory results in functional rehabilitation training in military health institutions, have not yet reached the hospitalization treatment standards, and require professional rehabilitation treatment, can be transferred to rehabilitation institutions for rehabilitation treatment. The procedures for application by military health institutions, referral suggestions from system hospitals, certification by rehabilitation institutions, and timely rehabilitation of patients shall be followed. Relevant departments require that health departments at all levels strengthen the supervision of the entire process of two-way referral for military training and rehabilitation of wounded officers and soldiers, follow up and grasp the situation, coordinate and resolve conflicts, and establish a sound, orderly, convenient and efficient training and rehabilitation system.
