The Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five Year Plan for National Economic and Social Development proposes to "moderately advance the construction of new infrastructure, promote the construction and intensive and efficient utilization of information and communication networks, national integrated computing power networks, major scientific and technological infrastructure, etc. The implementation of this strategic deployment is not only about expanding the scale and physical coverage of computing infrastructure, but also about improving the utilization efficiency, allocation level, and value realization ability of computing resources. Focusing on improving the efficiency of computing power governance is no longer a problem in a single technological field, but a strategic necessity directly related to the initiative of artificial intelligence development, the cultivation of new quality productivity, industrial chain security, and national digital competitiveness. Against the backdrop of continuous expansion of computing power scale and rapid growth in application demand, the structural contradictions caused by lagging computing power governance are becoming increasingly apparent. To solve the problem of computing power governance, we must focus on high-quality development and the overall construction of Digital China, fully leverage the decisive role of the market in resource allocation, better play the role of the government, strengthen the priority of basic systems, systematically embed green concepts, promote the transformation of computing power development from scale expansion to value release, and provide solid support for accelerating the development of new quality productivity. The market-oriented allocation of computing power elements, technological sovereignty and industrial chain security guarantees, and systematic governance of externalities are not separated from each other, but nested and mutually constrained. Therefore, it is necessary to abandon fragmented and single point response strategies and accelerate the construction of a collaborative governance framework based on institutional foundations, supported by technological empowerment, and guided by market forces. This is not only an important support for building a unified national market and facilitating the circulation of data computing power applications, but also a core engine for promoting high-quality development of the digital economy. It is also an important pivot for China to strive for institutional discourse power and shape strategic initiative in the global digital rule game. Consolidate the institutional foundation, improve the market-oriented allocation mechanism of computing power factors, and promote efficient flow of computing power. The primary task is to consolidate the institutional foundation and eliminate institutional barriers to market-oriented allocation of factors. Accelerate the construction of a national integrated computing power trading platform. Support regions with conditions to explore the construction of computing power trading platforms and promote the standardization of computing power resources. Innovate service models by reducing the threshold for small and medium-sized enterprises to access and use computing power through financial subsidies, credit empowerment, and other means. Simultaneously establish a computing power evaluation system based on multidimensional indicators such as energy consumption, performance, latency, and service quality, and form a market-oriented pricing mechanism that reflects the real supply and demand relationship, providing institutional support for the pledge financing and securitization of computing power assets. Strengthen the connection between green governance and computer coordination. Support universities and research institutions to incorporate domestic computing power platforms into their teaching and research systems, cultivate local developer communities, gradually form a virtuous cycle of "application feedback iteration", and enhance ecological cohesion and vitality. By building open standards and technical interfaces, we promote the widespread participation of domestic and foreign developers, forming a multi-party win-win technology ecosystem. Actively participate in the formulation of global computing governance rules and technical standard proposals. On the one hand, we advocate for the principles of open, inclusive, fair and reasonable governance of computing power, and oppose technological "factionalism" and digital protectionism. On the other hand, promoting the formation of international standard proposals in advantageous fields such as computing power network scheduling in China; Support leading domestic enterprises to deeply participate in the international open source community, embed Chinese solutions in the formulation of underlying rules, strive for institutional discourse power, and enhance China's influence and leadership in global computing governance. To stimulate market vitality and promote cross regional collaboration and diversified participation, institutional design and technology supply must be accompanied by effective market incentive mechanisms. By establishing a reasonable benefit distribution mechanism, the enthusiasm of various market entities can be fully stimulated, and a diversified and mutually beneficial computing governance pattern can be formed. Establish a sound mechanism for sharing interests between the eastern and western regions. We can explore a green premium compensation mechanism, where high-value computing power users in the east pay additional fees for using green computing power in the west, converting positive environmental externalities into measurable and distributable economic benefits; Implement a cross regional tax sharing system, and return a portion of the value-added tax and income tax generated by computing power services to the western carrier area according to the agreed proportion. Through institutional arrangements, the western region can truly obtain sustainable benefits from computing power output, attracting talent, capital, and industrial return. Open up the channel for realizing the value of green computing power. Support eligible data centers to participate in the power auxiliary service market, and provide economic rewards for computing power loads that actively respond to grid peak shaving and enhance on-site green power consumption capacity. Promote the inclusion of computing power supply entities in the scope of green electricity direct supply, and confirm them in local implementation rules, supporting the improvement of precise measurement, independent settlement, and third-party certification rules for green electricity consumption, making green energy a standardized asset that can be traded, financed, and internationally recognized. Innovate diversified financial support tools. In response to the characteristics of large investment scale, long recovery cycle, and fast technological iteration of computing power projects, financial institutions are encouraged to develop exclusive financial products, such as accounts receivable pledge based on long-term computing power service contracts, securitization of computing power future income rights, and green computing power special bonds, to promote the transformation of computing power resources into assessable, financiable, and tradable asset forms. At the same time, a guiding fund for the computing power industry will be established to focus on supporting platform enterprises with market-oriented operation capabilities, strong technological autonomy, and outstanding green performance, leveraging the effect of fiscal funds to form a sustainable investment and financing ecosystem. Cultivate diverse and collaborative governance entities. Encourage data centers to innovate their computing power service models, integrate social computing resources using intelligent scheduling technology, achieve efficient reuse and supply-demand matching across subjects and regions, and alleviate the practical difficulties faced by small and medium-sized enterprises in obtaining and using high-performance computing power, such as high costs and weak capabilities. Support the construction of scenario based computing power service platforms based on local industrial characteristics, promote the transformation of computing power services from general supply to deep embedding in vertical fields such as intelligent manufacturing, smart healthcare, and autonomous driving, and enhance the value conversion efficiency of computing power in the real economy.
