Recently, there have been continuous measures regarding the elderly care industry, and the coordinated promotion of the elderly care industry has injected new momentum into the trillion yuan level elderly care market. Establishing a sound policy mechanism for the coordinated development of elderly care and industry is an inevitable requirement for addressing population aging and a strategic measure for cultivating new economic growth points. The coordinated development of China's elderly care industry and elderly care industry presents the characteristics of more precise policy guidance, clearer integration paths, and more significant benefits for the people. The supply model of "career guidance+industry support" has gradually taken shape, solving the problem of resource allocation. For example, Jinan City has invested in the construction of community elderly care service centers and provided operational subsidies, introduced chain elderly care enterprises to provide professional services, increased the number of inclusive elderly care beds, reduced service prices, and increased enterprise revenue. The collaborative innovation of "medical and elderly care integration+intelligent empowerment" enhances service quality and efficiency, and promotes the upgrading of industrial level. For example, Hangzhou has established a municipal level elderly care collaborative service platform, integrating the diagnosis and treatment resources of public hospitals with the intelligent devices of private technology enterprises, providing integrated services of "online consultation+home care+health monitoring" for the elderly. The collaborative layout of "regional linkage+resource integration" narrows the development gap and promotes balanced industrial development. The Yangtze River Delta will establish and improve an integrated cooperation mechanism for elderly care services, promote the establishment of systems for sharing elderly related data, mutual recognition of elderly care service standards, and settlement of elderly care service subsidies in different regions. Despite significant achievements, there are still many shortcomings and constraints in China's elderly care industry. For example, insufficient policy coordination, fragmented policies due to multi departmental management, and a lack of unified standard systems. In some areas, the approval of medical qualifications for elderly care institutions is not well connected with medical insurance reimbursement, making it impossible to carry out medical insurance settlement normally. The boundary between career and industry is blurred, and some regional governments not only undertake the function of providing a guarantee, but also directly participate in market-oriented operations, squeezing the development space of social capital. To achieve a two-way cooperation between the elderly care industry and the elderly care industry, it is necessary to establish a comprehensive and coordinated institutional system with clear boundaries, concentrated factors, and effective supervision. On the one hand, strengthen top-level design and overall coordination. Establish a higher-level cross departmental coordination mechanism, coordinate the development planning of the elderly care industry and the formulation of policies for the elderly care industry, and promote the formation of a joint force in supporting policies such as land, finance, taxation, finance, and talent. Clarify the boundary between career and industrial development, with the government focusing on ensuring the basic elderly care needs of special elderly groups such as the extremely poor and disabled, and introducing social forces to participate through purchasing services, commissioning operations, and other means; Relax market access restrictions on elderly care services and encourage enterprises to innovate and develop in areas such as rehabilitation nursing and smart elderly care. On the other hand, we need to enhance the collaborative guarantee of factors and strengthen the construction of professional talent teams. Improve the training, utilization, evaluation, and incentive mechanisms for elderly care service talents; Support vocational colleges to offer majors related to elderly care and expand enrollment scale; Strengthen on-the-job personnel training and enhance professional competence. Establish a development fund for the elderly care industry, provide low interest loans and tax reductions to eligible elderly care enterprises, and encourage long-term capital such as insurance funds and social security funds to invest in the elderly care industry. Improve the collaborative supervision and evaluation system, and establish a diversified regulatory model of "government supervision+industry self-discipline+public supervision". Develop evaluation standards for the quality of elderly care services, provide policy support to regions with significant collaborative development effects, and form a benign development pattern of policy guidance, element support, and regulatory guarantee coordination, so that the livelihood temperature of the elderly care industry and the development vitality of the industry complement each other.
