Recently, several policy documents have been issued in succession to promote the high-quality development of industrial Internet, among which deepening the integration of AI and industrial Internet has become the highlight. According to the data of the Ministry of Industry and Information Technology, in 2025, the scale of China's industrial Internet core industry is expected to exceed 1.6 trillion yuan, driving the growth of industrial added value by about 2.5 trillion yuan. Analysts pointed out that AI has provided new development opportunities for the iterative upgrading of the industrial Internet platform. A favorable policy will accelerate the extension of AI to the whole process of manufacturing, such as R&D design, production manufacturing, management decision-making, operation and maintenance services, and will also promote the cultivation and expansion of key enterprises and breakthroughs in technological product innovation. Recently, favorable policies in the field of industrial Internet have been issued one after another, and creating an integrated ecology of "industrial Internet+AI" has become the key direction of policy deployment. The recently released Action Plan for the Integration and Empowerment of Industrial Internet and Artificial Intelligence proposed that by 2028, the scale of new industrial networks that meet the high throughput, low latency, high reliability, and low jitter communication needs of artificial intelligence industrial applications will continue to expand, and industrial enterprises in key industries such as raw materials, equipment manufacturing, consumer goods, and electronic information will accelerate the deployment of applications. The Action Plan for Promoting the High Quality Development of Industrial Internet Platform (2026-2028) and the Implementation Opinions of the "Artificial Intelligence+Manufacturing" Special Action released in recent days also put forward specific deployment for promoting the integration and empowerment of AI and industrial Internet platforms, for example, research and development of data sets, big models, agents, etc. for industrial Internet and other infrastructure. In fact, after years of development, the industrial Internet has entered the stage of high-quality development and large-scale application from strategic planning, initial exploration and rapid promotion. According to the data of the Ministry of Industry and Information Technology, at present, the industrial Internet has achieved full coverage of 41 industrial categories, more than 23000 "5G+industrial Internet" construction projects, and new models and new business forms such as "black light factory", "unmanned mine" and "smart port" are gradually growing. Wang Tao, general manager of Ansteel Group Digital Intelligence Technology Co., Ltd., said that in the previous stage, the industrial Internet mainly solved the problem of "connectivity and visibility", while the maturity of generative artificial intelligence and industrial models has pushed the industrial system into a new stage of "cognitive understanding" and "intelligent decision-making". Industrial enterprises are expected to achieve system intelligence throughout the entire chain, including research and development design, production and manufacturing, operation and maintenance, and management decision-making. This development trend has also brought new development space for enterprises related to the industrial chain. According to the data from Tianyan, 155600 new registered enterprises will be registered in the industrial Internet field in 2025, an increase of 27.8% over 2024. Analysts believe that a series of policy deployments provide strategic opportunities from "tool popularization" to "value creation" for industrial chain enterprises such as industrial Internet platforms, AI models, digital twins, industrial software and automation service providers. On the one hand, new models such as AI driven platform design, intelligent production, and personalized customization are accelerating their emergence; On the other hand, a large number of domestic open source AI technologies have lowered the threshold of enterprise intelligence, which requires industrial Internet platforms to provide deeper applications. ”Qi Guangpeng, chairman of Inspur Yunzhou Industrial Internet, believes that for large enterprises, it is necessary to take industrial software as the starting point, carry out the technical application of AI enabled industrial software, and research and develop special multi-modal large models; Targeting small and medium-sized enterprises, developing the Model as a Service (MaaS) model, deploying diverse industrial intelligent agents, and reducing the technical difficulty of applying artificial intelligence to small and medium-sized enterprises. The open and intelligent upgrading of industrial networks is a key support for the deep integration of artificial intelligence and industry. With the policy deployment proposed to promote no less than 50000 enterprises to implement new industrial network transformation and upgrading by 2028, the network links will be further upgraded smoothly. The project leader of China Unicom's government enterprise customer group told reporters that in the face of dynamic scenarios such as flexible manufacturing, the network needs to have the ability of "self sensing, self decision-making, and self execution", which is the advanced application cornerstone supporting real-time adjustment of production lines and dynamic optimization of processes. Enterprises can prioritize the deployment of new network technologies such as 5G, Time Sensitive Networks (TSN), and Industrial Optical Networks in high-value areas such as production control and equipment collaboration. These technologies can be tested and implemented in stages, and promoted step by step to achieve the evolution from "single point intelligence" to "global intelligence". In the opinion of Wang Baoyou, chief engineer of China Industrial Internet Research Institute, the next step is to focus on the deployment of new industrial network innovation, construction of high-quality industrial data sets, cultivation and promotion of industrial agents, strengthen the research on real-time, certainty, security and integration of computing, network and control of new industrial networks, establish innovation consortia in key industries such as automobile and steel, build a number of truly high-value typical industrial data sets, build a multi-level application system, and promote the R&D and capacity improvement of industrial agents step by step according to the idea of "equipment level - production line level - workshop level - factory level - enterprise level - ecological level".
