All levels should adhere to the principle of equality before the system, without exception in the implementation of the system, leaving no "hidden doors" or "skylights", resolutely eliminating the phenomenon of making choices, being flexible, and giving discounts, truly allowing iron discipline to "grow teeth" and iron rules to have power, establishing, speaking up, and abiding by the rules of power operation. We must have zero tolerance for behaviors that violate the system, step on the "red line", cross the "bottom line", and break through the "minefield". We must discover and investigate each one, so that the vast number of officers and soldiers are intimidated, warned, and restrained in their actions.
