To put power in the institutional cage, we need to continuously improve the institutional regulations to make the system dense, efficient, and effective, while also focusing on improving the execution of the system and enhancing rigid constraints. To study and implement this important discourse, we must put power in the institutional cage, to prevent both the "cow pen and cat" and the "paper cage and tiger". The so-called 'cow pen closes the cat' refers to the system design with vague boundaries and numerous loopholes, which can be easily exploited by power. As early as 2013, when conducting research and guidance on the Party's mass line education and practice activities in Hebei, President Xi Jinping gave a vivid example: "Establishing regulations and systems is very important. We need to tighten the cage tightly. It is impossible to close a cat in a cowshed. The gap is too big, and cats can come and go freely." The essence of corruption is the abuse of power, and anti-corruption focuses on governing power. Since the 18th National Congress of the Communist Party of China, our party has attached great importance to institutional construction, and has made a lot of exploration and efforts in putting power into the cage of the system, forming a long-term mechanism of relying on the system to manage power, affairs, and personnel. To continuously deepen political rectification and promote anti-corruption, we must seize the key to further regulating the exercise of power, use institutional cages to control power, and curb the breeding and spread of corruption from the source. The vitality of a system lies in its execution, and its authority also lies in its execution. Compared to the "cow pen closes the cat" policy, the "paper cage prohibits tigers" policy may seem to have a very strict system design, but in reality, it is very fragile and difficult to have binding force, and cannot effectively block those mutated powers. The law alone is not enough. Once the system is established, it must be strictly enforced to ensure that it takes root and exerts its power. Not implementing a system is more harmful than not having a system. The 'broken window effect' tells us that once the system is not implemented and there is no appropriate punishment, it will induce people to imitate or even intensify. As the ancient saying goes, "Even if there are good laws and good intentions, if they are not carried out by the people, they will become corrupt governance." To more scientifically and effectively confine power in the institutional cage, it is not only necessary to improve institutional regulations and solve the problem of "loose fences", but also to enhance institutional execution and solve the problem of "weak cages". Power, regardless of its size, can be abused and breed corruption if its allocation is not scientific, its operation is not standardized, and its supervision is not in place. President Xi Jinping emphasized the need to strengthen supervision and restraint over public power, urge departments and organizations that hold public power to reasonably decompose power, scientifically allocate power, strictly enforce responsibilities and authorities, improve the system of rights and responsibilities list, accelerate the legalization of institutions, functions, authorities, procedures, and responsibilities. All levels should further clarify the powers of various subjects at all levels, determine the ownership of power, draw clear boundaries of power, clarify the list of powers, clarify the subjects, scope, procedures, and responsibilities of power exercise, improve the institutional mechanism that unifies the authorization and use of power, is clear, transparent, and traceable, promote scientific authorization, correct use of power, and effective control of power, effectively tie the cage of the system more finely, densely, and firmly, and minimize the space for rent-seeking power. Ming system comes first, and heavy punishment comes later. All levels should adhere to the principle of equality before the system, without exception in the implementation of the system, leaving no "hidden doors" or "skylights", resolutely eliminating the phenomenon of making choices, being flexible, and giving discounts, truly allowing iron discipline to "grow teeth" and iron rules to have power, establishing, speaking up, and abiding by the rules of power operation. We must have zero tolerance for behaviors that violate the system, step on the "red line", cross the "bottom line", and break through the "minefield". We must discover and investigate each one, so that the vast number of officers and soldiers are intimidated, warned, and restrained in their actions. We must strive to be loyal advocates, conscious followers, and steadfast defenders of party discipline, national laws, and military regulations, and implement the requirements of comprehensively governing the party and the military strictly.
