Accelerate the expansion of the supply corridor of computing power in western China, support leading Internet enterprises and telecom operators to build large-scale training computing power clusters in Inner Mongolia, Ningxia, Qinghai and other western regions, rely on computing power Internet to gather high-quality computing power resources, and support basic models to compete internationally. In 2026, Beijing will promote the green and low-carbon transformation of 40 existing data centers, and officially levy differential electricity prices on data centers that exceed energy efficiency standards; Promote the entry of data centers into the electricity trading market and continuously expand the proportion of green electricity consumption in data centers; Explore and implement demonstration projects such as waste heat utilization and computer collaboration in data centers, and comprehensively promote the upgrading of existing data centers.
