On the 21st, the European Commission proposed a legislative proposal for the Digital Networks Act, which simplifies the relevant rules for unified network connectivity, creating conditions for operators to invest in and deploy advanced fiber optic and mobile networks, and supporting the application of innovative technologies such as artificial intelligence and cloud computing. The press release released by the European Commission on the same day stated that one of the key points of the proposal is to strengthen the single market in the connected sector, incentivize operators to expand their scale, develop and innovate through unified rules and convenient cross-border operations. It is reported that companies only need to register in one member state to provide services within the European Union; The EU plans to establish a spectrum authorization framework at the EU level to promote the development of pan European satellite communication services; Improve the consistency of spectrum authorization among member states, provide operators with longer-term spectrum licenses, and set the licenses as default renewable. The proposal also introduces mandatory national transformation plans, requiring member states to submit national plans by 2029 to ensure the gradual phasing out of traditional copper cable networks and transition to advanced networks between 2030 and 2035, according to the communique.
