Hong Kong takes multiple measures to create more opportunities - providing a broad stage for Hong Kong youth to pursue their dreams in the Greater Bay Area

The construction of the Guangdong Hong Kong Macao Greater Bay Area continues to accelerate, creating broader development opportunities for Hong Kong and Macao youth. The Hong Kong SAR government and various sectors of society are working together to continuously launch various plans and create more opportunities, providing a bigger stage for Hong Kong youth who aspire to develop in mainland cities in the Greater Bay Area. Recently, the "Guangdong Hong Kong Macao Greater Bay Area Tour Exhibition" organized by the Hong Kong SAR government was launched, visiting 8 colleges and universities in Hong Kong and the Youth Square Civic Education Resource Center to introduce the important opportunities brought by the construction of the Greater Bay Area to young people. The SAR government attaches great importance to the development of young people and continues to introduce multiple policy measures in various fields to support Hong Kong youth in seizing opportunities for internships, employment, and entrepreneurship in the Greater Bay Area, encouraging them to fully demonstrate their strengths on a broader stage. ”A spokesperson for the Guangdong Hong Kong Macao Greater Bay Area Development Office of the Hong Kong SAR Government's Constitutional and Mainland Affairs Bureau stated. The 'Guangdong Hong Kong Macao Greater Bay Area Tour Exhibition', which provides various information, will start on January 12th and continue until late March. At present, the exhibition has entered four universities including The Chinese University of Hong Kong, Hong Kong Baptist University, The Education University of Hong Kong, and The Hong Kong University of Science and Technology, as well as the Civic Education Resource Center at Youth Square, attracting many young students from Hong Kong to visit. The exhibition is rich and diverse, covering policy measures in different fields of the Guangdong Hong Kong Macao Greater Bay Area, support programs for Hong Kong youth, local support services of the Guangdong Hong Kong Macao Greater Bay Area Development Promotion Center, and channels for obtaining the latest practical information in the Greater Bay Area. At the exhibition site of the Education University of Hong Kong, Chen Jieling, the Development Commissioner of the Guangdong Hong Kong Macao Greater Bay Area of the SAR government, had a lively exchange with young people, encouraging them to seize the development opportunities in the Greater Bay Area. The SAR government actively connects with the national '15th Five Year Plan', deeply participates in the construction of the Greater Bay Area, and better integrates into and serves the overall development of the country. We have also been promoting through different channels, making the development opportunities of the Greater Bay Area 'visible and tangible', and helping all sectors of society, especially Hong Kong youth, to fully demonstrate their strengths on a broader stage, "said Chen Jieling. In addition to organizing various exhibitions, the SAR government also collaborates with relevant institutions in mainland China to launch activities such as the "Youth Exchange Subsidy Program of the Youth Affairs Bureau of the People's Republic of China", encouraging Hong Kong youth to visit and exchange in mainland China, broaden their horizons, and strive to integrate personal development into the overall development of the country. As a key project of the 2025/26 "Youth Mainland Exchange Funding Program" of the Civil Youth Bureau, the "Hong Kong Youth Bay Area Innovation, Technology and Cultural Exchange Team (Shenzhen)" was recently held. About 30 Hong Kong youth visited Tencent Group, Shenzhen Bao'an District Low altitude Economic Industry Association, and other organizations to have face-to-face exchanges with leading figures in science and technology, and to intuitively experience the development potential of the Greater Bay Area. This is an excellent platform for Hong Kong youth to seize national opportunities. We hope that everyone can personally enter the mainland, accumulate experience and grow in practice, "said Gao Songjie, a member of the Hong Kong Youth Development Committee. To attract more Hong Kong youth to seize the development opportunities in the Greater Bay Area, a new round of the "Greater Bay Area Youth Employment Program" has been launched recently to support employment and entrepreneurship. Enterprises with businesses in both Hong Kong and mainland cities in the Greater Bay Area can participate. Participating companies must hire qualified young people with a monthly salary of no less than HKD 18000 in accordance with Hong Kong laws, and dispatch them to work and receive on-the-job training in mainland cities in the Greater Bay Area. The SAR government will provide a monthly allowance of HKD 12000 to each employed youth to enterprises, with a maximum duration of 18 months. As one of the important measures taken by the SAR government to encourage Hong Kong youth to integrate into national development, the "Greater Bay Area Youth Employment Plan" has been implemented for six consecutive years since 2021. Many young people in Hong Kong have gained a more comprehensive understanding of the development of the country and the Greater Bay Area after participating in the program, and have chosen to root in mainland cities in the Greater Bay Area to showcase their strengths on a larger stage. According to statistics from the Labour and Welfare Bureau of the Hong Kong Special Administrative Region Government, as of February last year, a total of 1076 enterprises participated in the program and 2262 young people successfully joined the workforce. The SAR government has provided subsidies to enterprises totaling over HKD 180 million. The SAR government continues to introduce multiple measures to support young people in innovation and entrepreneurship in the Greater Bay Area, including the "Guangdong Hong Kong Macao Greater Bay Area Youth Entrepreneurship Assistance Program" and the "Guangdong Hong Kong Macao Greater Bay Area Innovation and Entrepreneurship Base Experience Assistance Program". Since its implementation, the "Guangdong Hong Kong Macao Greater Bay Area Youth Entrepreneurship Support Program" has successfully cultivated over 200 youth entrepreneurship teams, with more than 70 teams settling in mainland cities such as Shenzhen, Guangzhou, and Zhuhai in the Greater Bay Area. The Greater Bay Area Hong Kong Youth Innovation and Entrepreneurship Base Alliance provides a one-stop information, promotion, and communication platform for Hong Kong youth starting businesses in the Greater Bay Area. Since its establishment, it has gathered more than 70 alliance members and organized about 280 activities to help young entrepreneurs expand their resources and enhance their competitiveness. To support the growth and development of Hong Kong youth in all aspects, the SAR government launched the "Youth Development Blueprint" at the end of 2022. Currently, more than 160 measures benefiting youth have been exceeded, and new facilities and policies will continue to be introduced in the future to assist youth growth. Currently, with significant achievements in high-quality development of the country, young people in Hong Kong will have more opportunities to showcase their talents, realize their personal value, and make tremendous contributions to the country. ”The Secretary for Home Affairs and Youth Affairs of the Hong Kong Special Administrative Region Government, Mai Meijuan, recently wrote an article stating that the Youth Affairs Bureau will continue to strive to create more opportunities for growth and communication for young people, and help them expand their horizons and enhance their abilities through various plans and platforms. I hope Hong Kong youth can take on responsibilities and make struggle the brightest color of youth. The "2026 Hong Kong Youth Entrepreneurship Training Camp" is one of the activities recently launched by the Hong Kong Youth Development Bureau. A study tour team consisting of Hong Kong entrepreneurial youth and university students conducted a 10 day in-depth exchange and practice in Guangzhou, visiting multiple innovation and entrepreneurship bases as well as enterprises such as Guangzhou Automobile Group, Xiaomi, and NetEase to learn about innovation and entrepreneurship policies, public services, and various new formats, technologies, and scenario applications in the Greater Bay Area. Youth representatives from industries such as artificial intelligence, low altitude economy, educational technology, and retail economy shared their entrepreneurial experiences on site and had face-to-face exchanges with Hong Kong youth around industry trends and entrepreneurial opportunities. Chen Shan, the person in charge of the operation of the Guangdong Hong Kong Macao Greater Bay Area (Guangdong) Innovation and Entrepreneurship Incubation Base, has served numerous Hong Kong and Macao entrepreneurship teams. He suggests that Hong Kong youth should travel more in the Greater Bay Area, discover entrepreneurial opportunities on the spot, study policies and markets more, and find the right entrepreneurial positioning. He also suggested that there should be more "organizational" resource sharing between Hong Kong and Macao youth and mainland "makers" to achieve group development. (New Society)
