When the United Nations was founded in 1945, there were only 51 member states, but now there are 193 member states, with the main new additions being developing countries; With the changes in the international system structure, some existing systems and mechanisms are no longer able to adapt to the new situation and changes in the current world development, and urgently need reform. Gao Fei further analyzed that in the current international situation, there are rule gaps in emerging fields, the wave of globalization is facing a backlash, and there is a "governance vacuum" in global issues. For example, Gao Fei said that there are no existing international rules in emerging fields such as artificial intelligence, deep sea, polar regions, and outer space, but these fields are extremely important. He believes that effectively filling the rule gaps in these fields is crucial for the future of humanity and an important mission of the international community. From a global perspective, Gao Fei stated that with the accelerated evolution of unprecedented changes, the trend of anti globalization is on the rise, and unilateralism and protectionism are on the rise. Why are we talking about multilateralism and improving global governance today? To a large extent, some countries have begun to embrace unilateralism, which has led to the ineffective functioning of some existing mechanisms in the international community, creating a governance vacuum. History cannot go backwards, it should move forward; The world cannot be divided, it should be united; Humanity cannot return to the law of the jungle, and should build a community with a shared future for mankind. ”Gao Fei believes that in this context, as a permanent member of the United Nations Security Council and the largest developing country, how China can better play its role as a responsible major power is the common expectation of the international community. On January 19th, the National Bureau of Statistics released the 2025 China Economic Report Card, which showed that China's gross domestic product (GDP) will leap to a new level of 140 trillion yuan for the first time in 2025, an increase of 5.0% over the previous year, and is expected to contribute about 30% to world economic growth. Gao Fei stated that in recent years, China has played the role of an anchor for global economic development; At the same time, China actively maintains the development and stability of its surrounding areas, and has always upheld the authoritative position of the United Nations in the international system, making important contributions to world peace. On September 1, 2025, General Secretary Xi Jinping delivered an important speech at the "Shanghai Cooperation Organization+" conference, proposing a global governance initiative. The Global Governance Initiative anchors the direction, principles, and path of the reform of the global governance system and mechanism, clarifies the five core concepts of upholding sovereignty equality, upholding international rule of law, upholding multilateralism, upholding people-oriented approach, and striving for practical results, and points out the direction for global governance reform under the new situation. We are pleased to see that the Global Governance Initiative has been proposed for less than half a year, and now more than 150 countries and international organizations around the world have expressed strong support and desire, which means that there is a high degree of consensus among everyone in this regard. ”Gaofei said. The Global Governance Initiative is another important public good that China has contributed to the world, following the Global Development Initiative, Global Security Initiative, and Global Civilization Initiative.
