The reporter learned from the press conference held by the Civil Aviation Administration of China on the 19th that the Civil Aviation Law is the fundamental law in China's civil aviation field, which plays an important role in safeguarding national airspace sovereignty, ensuring the safe and orderly conduct of civil aviation activities, protecting the legitimate rights and interests of all parties, and promoting high-quality development of the industry. In recent years, China's civil aviation industry has developed rapidly, and new formats such as low altitude economy have emerged continuously. In order to better adapt to the new stage and new situation of the development of China's civil aviation industry, the revised Civil Aviation Law was passed and officially announced at the 19th meeting of the Standing Committee of the 14th National People's Congress on December 27, 2025, marking the completion of the comprehensive revision of the Civil Aviation Law. The newly revised Civil Aviation Law consists of 16 chapters and 262 articles, comprehensively revising the current laws from multiple aspects such as flight safety, airworthiness management, airport management, general aviation and low altitude economy, protection of passenger rights and interests, supervision and management, and legal responsibilities. For example, in promoting high-quality development of the industry, we strongly support the development of new forms of general aviation and low altitude economy, simplify the approval procedures for general aviation enterprises, and improve the classification and grading management of general aviation business; Optimize the allocation of low altitude airspace resources, clarify the division of airspace should take into account the needs of low altitude economic development, and expand the field of low altitude application services. In terms of strengthening the protection of passengers' rights and interests, it is explicitly required that airlines and service units improve the terms of passenger transportation contracts, strengthen personal information protection, optimize the handling process of flight delays or cancellations, properly provide follow-up service guarantees such as information notification, accommodation arrangements, and complaint handling, and focus on improving passengers' travel experience; Standardize the liability limits for domestic and international air transport airlines. In terms of improving legal supervision measures, in response to the problem of repeated violations of laws and regulations, we will strictly punish behaviors that endanger aviation safety and passenger rights, increase the fine amount for some illegal behaviors, add new types of administrative penalties, expand the scope of application of administrative penalties, and effectively enhance the deterrent power and rigid constraints of the law.
