On the one hand, some elderly people cannot accept having strangers at home psychologically, and as children, they are also worried about entrusting their elderly parents to outsiders for full care; On the other hand, the monthly caregiver fee of 5000 to 7000 yuan has also put working families in financial difficulties. The implementation of the action plan to enhance the capacity of elderly care services in our country is not feasible for the elderly and those who are disabled or semi disabled. Long term hospitalization is not feasible, and there is a lot of pressure to take care of them at home. In order to support the happy old age of the elderly, the National Health Commission and four other departments recently released the "Action Plan for Improving Elderly Care Service Capacity". The Action Plan specifies that secondary and higher-level comprehensive hospitals and traditional Chinese medicine hospitals with the necessary conditions should standardize the establishment of geriatric medicine departments; At the same time, guide social forces to establish large-scale and chain nursing homes (centers). Promote the extension of elderly care services within institutions to communities and homes, and improve the nursing service system that covers acute diagnosis and treatment, chronic rehabilitation, stable care, and end-stage palliative care for the elderly population. Support grassroots medical and health institutions to set up day care centers, community embedded institutions, family beds, etc., providing multi-level and differentiated institutional care, day care, and home care services for the elderly. In recent years, many parts of the country have focused on building the "15 minute medical and elderly care service circle", allowing elderly people to enjoy elderly care services within the 15 minute community life circle centered around their homes. At present, there are 1993 community health service centers in Beijing, and the proportion of elderly people seeking medical treatment has reached 56%. In recent years, Beijing has relied on community health service centers to build elderly care centers and hospice wards embedded in communities, exploring the model of nearby elderly care. In Guangzhou, in order to solve the problem of home-based care for elderly people, the local government has issued the "Comprehensive Assessment and Management Measures for the Care Needs of Elderly People in Guangzhou (Trial)". Assessors conduct on-site assessments of elderly people with limited mobility in terms of their ability, health status, and social support. After determining their level of care needs, community nursing stations can provide basic life care and professional medical services, and they can also apply for long-term care insurance benefits of up to 3150 yuan per month in Guangzhou. In Zibo City, Shandong Province, the local integration of medical and elderly care resources at the district, town, and village levels has established 9 medical and elderly care institutions, including Changshou Mountain Medical and Health Park, providing centralized support and home care services for extremely poor, low-income, and socially classified elderly people.
