Guangdong, Hong Kong, and Macao jointly draw the 'Meteorological Mountain and Sea Map'

A series of top-level designs, such as the "Guangdong Hong Kong Macao Greater Bay Area Meteorological Development Plan (2020-2035)" and the "Guangdong Province Regulations on Promoting the Development of Guangdong Hong Kong Macao Meteorological Cooperation", have been successively introduced, building a solid bridge for meteorological cooperation between cities in the Greater Bay Area from the perspectives of policies and the rule of law. Relying on the Guangdong Hong Kong Macao meteorological data transmission line, the three regions continue to carry out the sharing and exchange of 24 core data including automatic stations, radars, lightning, sounding, and wind profiles. The center successfully held eight international training courses and two international conferences to share the "Chinese experience" of smart weather services in megacities with countries jointly building the "the Belt and Road". The construction of meteorological talent highland in the Guangdong Hong Kong Macao Greater Bay Area has achieved remarkable results. The meteorological departments of Guangdong, Hong Kong, and Macao have always adhered to the concept of cooperation and win-win, and have built a new pattern of cooperation at multiple levels and in a wide range of fields. In terms of major weather processes and major event service guarantees, the three regions have established a regular joint consultation mechanism. Taking the 15th National Games Cross border Marathon as an example, the Guangdong Meteorological Department and the Hong Kong Observatory have closely collaborated to establish a "joint assessment and local service" cooperation mechanism among Guangdong, Hong Kong, and Shenzhen. Focusing on the development needs of new quality productive forces such as low altitude economy, the three regions will continue to strengthen the exchange and cooperation of precision monitoring technology for low altitude flight meteorological support. Guangdong has achieved precise monitoring of low altitude meteorology through "volunteer observation experiments", and developed a series of low altitude meteorological core service products such as rapid quality control of multi-source data and turbulence forecasting and early warning of flight routes. At present, the Guangzhou Low altitude Meteorological Data Service Platform has been established, and the country's first integrated demonstration base for low altitude economic "communication, guidance, and monitoring" has been established, injecting meteorological energy into the development of low altitude economy in the Bay Area. The collaborative achievements have stepped onto the international stage - the WMO "Smart Weather Service for Mega Cities Public Private Participation Demonstration Project" jointly undertaken by three parties has become the first demonstration project to implement high-level WMO policies. The project has achieved 11 phased results in five aspects, including open sharing of meteorological grid data, disaster risk warning services, targeted warning information release, storm surge forecasting, and flood warning services. The relevant content has been included in the "2023 Joint Scientific Report - Sustainable Development Edition", contributing to the "Greater Bay Area Plan" for global mega city meteorological governance. Expanding meteorological science popularization to young people - In 2025, the three regions jointly held the "Meteorological Little Anchor" competition with the theme of "Wonderful and Infinite Meteorological Protection for the National Games", attracting nearly 12000 primary school students from the three regions to sign up and participate. 21 cities in Guangdong and Macau have set up sub competition areas, and Shenzhen has assisted Hong Kong in organizing the preliminary rounds, deepening the cultural identity and emotional connection among young people in the three regions. Under the guidance of the radiation of meteorological development in the Guangdong Hong Kong Macao Greater Bay Area, the Guangdong meteorological department continues to build a new pattern of coordinated development of meteorological regions throughout the province, promoting the spillover of factor resources to the eastern, northwestern and northern regions of Guangdong. Accelerate the construction of a precision monitoring network for disaster prevention and reduction in the eastern, northwestern, and northwestern regions of Guangdong, as well as the construction of an X-band dual polarization phased array weather radar network. Support the joint participation of the eastern, northwestern, and northwestern regions of Guangdong in the modernization of meteorology in the Greater Bay Area, deepen intellectual assistance between the Pearl River Delta region and the eastern, northwestern, and northwestern regions of Guangdong, and promote balanced and differentiated development of the regional meteorological industry. On January 1st of this year, the "Guangdong Province Regulations on Promoting the Development of Meteorological Cooperation between Guangdong, Hong Kong, and Macao" came into effect.
