It can be said that only by inheriting the Chinese cultural context through creative transformation and innovative development can we fully stimulate the vitality of cultural innovation and creativity of the whole nation, and gather the magnificent power of national rejuvenation. Adhering to tradition and innovation, activating the surging momentum of traditional culture, requires us to go beyond the static protection of traditional cultural symbols, and through systematic and forward-looking mechanism design and institutional arrangements, fully and effectively transform the innovative potential in traditional culture into a driving force for cultural continuity and leading the development of the times. Deepen the reform of the creative production mechanism and build a creative ecology that "cultivates tradition and encourages innovation". Cultural creation is essentially a highly personalized and exploratory spiritual labor. We should actively build a new management system that can grasp direction, provide support, fully respect artistic laws, and stimulate creators' subjective initiative. We should invest human, financial, material, and data resources into exploratory and cutting-edge projects. Further strengthen support for creations focused on traditional cultural themes, promote support from the whole society for "pre incubation" such as field surveys, literature review, and prototype research, and the evaluation and incentive system should pay more attention to works that balance original value and social benefits. Actively creating a good cultural ecology, fully promoting academic democracy and literary democracy, supporting writers, artists, experts and scholars to root themselves in life and devote themselves to creation, and promoting the sustained vitality of cultural innovation and creation. At present, the rapid development of digital intelligence technologies represented by generative artificial intelligence, big data, blockchain, digital twins, 6G, etc. has also unleashed unprecedented innovation capabilities in the traditional cultural field, giving rise to an unprecedented number of new formats, platforms, scenarios, tracks, projects, and talents, which are profoundly affecting people's production and lifestyle. Innovate communication and acceptance mechanisms, and construct a communication matrix of "technology empowerment and immersive experience". The vitality of inheritance is ultimately reflected in the active acceptance and re creation of contemporary audiences, especially young people. Nowadays, there are more and more traditional cultural digital experience platforms and resource libraries that use high-tech to transform static cultural relics, ancient books, intangible cultural heritage skills, etc. into interactive, immersive, and personalized digital cultural products, enabling audiences to have a stronger sense of participation and satisfaction, deepening their understanding and emotional identification with traditional culture through interaction, and forming a "digital ecosystem" for cultural inheritance. At present, the demand of the people for high-level and high-quality cultural products is very strong. Cultural creation should open up horizons, break industry boundaries, and open up integration paths, so that high-quality traditional cultural resources can form cultural masterpieces through modern and high-level expression methods, and meet the cultural life needs of the people with high-quality supply. Improve the participation mechanism of market and social forces, and build a participation pattern of "activation and utilization, standardization and orderliness". The full release of innovative energy relies on the organic combination of market efficiency and social vitality. Open up the market-oriented path for the transformation of traditional cultural resources into modern cultural products and services, optimize intellectual property protection and licensing systems, guide and regulate social capital participation, in order to achieve the unity of social and economic benefits. The rise of the cultural industry is an important innovation that combines cultural resources with modern industrial forms. The continuous emergence of new cultural formats enables cultural development to effectively utilize market mechanisms to stimulate vitality and allocate resources while adhering to the principle of prioritizing social benefits. Therefore, in the field of public cultural services and other areas, it is necessary to further innovate the operating mechanism, such as promoting the establishment of corporate governance structures in public libraries, museums, cultural centers and other institutions, improving service efficiency, and making them a basic platform for nurturing innovation soil and popularizing excellent traditional culture. In the field of cultural industry, we will improve the market system, cultivate and strengthen backbone cultural enterprises and creative small and medium-sized enterprises, encourage cross-border integration, vigorously develop new formats such as digital culture and creative design, and use technology to empower and explore new paths and experiences for cultural inheritance and expression. For example, Jilin Province has created a famous historical and cultural street in China - Changchun Xinmin Street; Zhejiang Province is building a unified digital cultural platform called "Zhe Li Cultural Circle", integrating venues, activities and other resources to provide one-stop services; Shanghai Hongkou District is creating a digital management system for the "Cultural Relics Map", making historical buildings readable and walkable. These measures have improved the quality and level of cultural protection and inheritance. Persisting in upholding integrity and innovation, and activating the potential of cultural accumulation, is a complex systematic project and a dynamic process. Through systematic mechanism design and institutional arrangements, we aim to build a modern cultural ecology that is both orderly and vibrant, deeply rooted and open, adhering to values and inspiring exploration. We will turn traditional culture into a resource for revitalization, cultural innovation into a creative practice widely participated by the people, and cultural roots deeply rooted in the soil of the people, injecting a continuous stream of spiritual energy into high-quality development.
