The film and television works that should convey positive and healthy values from the perspective of children or with children as the core characters have been alienated by some people as gimmicks of borderline and adult metaphors. This unhealthy trend cannot be ignored. Recently, a short drama was taken down from multiple platforms due to inappropriate content. The drama features an 11 year old girl as the "substitute bride" and partners with an adult male actor. The plot includes settings such as "being forced to marry at the age of 7" and "having a child at the age of 15". There are also physical contact scenes of multiple male and female leads embracing and holding hands, and the storyline is filled with content such as "nurturing relationships" and "getting married and having a successful marriage". The adult oriented metaphorical content, the seriously unethical plot setting, and the portrayal of intimate scenes between girls and adult men... These bottomless contents have sparked strong public dissatisfaction. Allowing minors to perform adult oriented plots that far exceed their cognitive abilities is essentially instrumentalizing and commercializing children. Minors who have not yet formed a complete set of values and self-protection awareness are forcibly placed in ambiguous and vulgar plot frameworks, which not only harms the physical and mental health of girls themselves, but also distorts society's understanding of the protection of children's rights. From a legal perspective, the removal of this short drama is an inevitable result. The Law on the Protection of Minors explicitly prohibits any organization or individual from producing or disseminating publications or online information containing obscene, violent, murderous, terrorist, gambling and other harmful content to minors. The "Regulations on the Management of Minors' Programs" issued by the State Administration of Radio, Film and Television in 2019, as well as the "Management Tips (Children's Short Dramas)" recently released by the Network Audiovisual Department of the bureau, both emphasize that the management of minors' programs should adhere to the correct direction, clearly require children not to perform adult oriented plots, and curb the trend of children's short dramas becoming adult, instrumental, and entertaining. Although the above-mentioned low-quality short dramas have been taken down, the underlying problem is worth pondering: how can children's short drama creation break free from the "toxic mode" of vulgar content and value orientation deviation? How to curb the development of short dramas from attracting attention to "toxic traffic"? Undoubtedly, content review is a crucial step. After causing controversy and being taken down, it seems to have become a routine for vulgar children's short dramas to navigate through regulatory gaps. But this "first explosion, then ban" model has already harvested traffic and cannot avoid the resurgence of vulgar short dramas. In response to such phenomena, it is necessary to strengthen full chain management in accordance with laws and regulations. The competent authorities should further refine the review standards and behavioral norms for children's participation in short drama filming, and intercept vulgar and adult oriented content from the source of creation. On the other hand, the main responsibility of creative institutions should be strengthened to ensure pre script review, monitoring of the filming process, and grading of the final content, so that minors can always participate in performing arts activities within a legal and ethical safety zone. As an important carrier of dissemination, platforms should also improve their content review process and not turn a blind eye to illegal and irregular content for the sake of traffic. To hold the bottom line, we also need to show a serious attitude towards accountability. For creative institutions and individuals who repeatedly fail to reform or have serious circumstances, measures such as warning interviews, restrictions on employment, administrative penalties, and even legal accountability shall be taken in accordance with the law to effectively deter them. The law is an unbreakable "red line" in the creation of short dramas involving children, and public order and good customs are the "bottom line" for the development of the industry.
