According to the latest data released by the General Administration of Customs on the 14th, China's foreign trade imports and exports will reach 4.547 trillion yuan in 2025, a year-on-year increase of 3.8%, achieving growth with imports and exports from more than 190 countries and regions. The exports of high-tech products and "new three types" products will increase by 13.2% and 27.1% respectively, and there will be over 780000 business entities with import and export records... The highlights of the year's achievements are diverse. The high-quality development of foreign trade cannot be achieved without the continuous improvement of trade convenience. Since 2018, the General Administration of Customs, together with relevant departments, has organized and carried out special actions to promote cross-border trade facilitation every year. As of 2024, a total of 115 facilitation measures have been introduced. In response to the latest changes in the international trade environment, from April to September 2025, 20 departments including the General Administration of Customs and the Ministry of Commerce will benchmark against the international advanced level, actively respond to the demands of enterprises, and carry out a five month special action on cross-border trade facilitation in 25 cities including Beijing, Shanghai, Tianjin, and Chongqing. They will launch 29 pilot innovative policy measures and achieve positive results. The survey results show that 98% of enterprises are satisfied with the special action, demonstrating the continuous optimization of China's port business environment. ——Help boost market confidence. By expanding the pilot application of "two certificates in one" for imported motor vehicles, 460000 certificates were issued, and the efficiency of handling affairs was improved by over 80%; During the special action period, exports through market procurement trade amounted to 461.58 billion yuan, a year-on-year increase of 14.4%. ——Assist enterprises in reducing costs and increasing efficiency. Release the policy dividend of proactive disclosure and waive the late tax penalty of 20.961 million yuan for eligible enterprises; Actively expanding the pilot of the "inspection before shipment" mode for export LCL goods has increased the overall efficiency of exports by 30% and reduced logistics costs by nearly 20%. ——Assist in the continuous improvement of the business environment. Continuously optimizing visa free policies, further expanding the scope of visa free countries, and helping to promote the continuous rise of "China tourism" and "China shopping". The "single window" for international trade enables electronic data exchange of certificates of origin, inspection and quarantine certificates, etc. with 15 countries (regions). The State Council executive meeting held on December 31, 2025, made arrangements and put forward new requirements for further promoting efficient and smooth cross-border logistics, optimizing special commodity supervision, supporting comprehensive bonded zones to carry out bonded testing business, and improving the level of intelligent supervision services. Xie Fang stated that in order to implement the spirit of this conference, further release policy dividends, and help achieve a good start to the 15th Five Year Plan, after summarizing and evaluating, it has been decided to replicate and promote 25 mature policy measures in 5 aspects nationwide. Specifically, in promoting efficient and smooth cross-border logistics, there are seven measures, including deepening the coordination of multimodal transportation in coastal, inland, and border areas, supporting the development of the "Air Silk Road", and optimizing the operation mode of air cargo terminals; In terms of supporting the development of new business models, there are five measures, including supporting the transportation of electrified goods by air, exploring cross-border mutual recognition of electronic authentication and electronic signatures. In addition, there are four measures each for optimizing the supervision mode of special commodities and improving the level of intelligent supervision services, as well as five measures to enhance the effectiveness of benefiting enterprises and the people, including supporting the convenient cross-border transportation of agricultural products such as vegetables supplied from the mainland to Hong Kong and Macao, and continuously optimizing visa policies. As the fastest growing, most promising, and most powerful new form of foreign trade, cross-border e-commerce has become an important trend in international trade development and a new driving force for China's foreign trade development. In the past, enterprises needed to achieve sales before applying for export tax refunds, which often took a longer period of time. In order to help export enterprises break through the funding bottleneck, make their cash bags "replenish" faster, and significantly improve the turnover rate of funds, policies related to "tax refund upon departure and re accounting after sales" for cross-border e-commerce export of overseas warehouse goods have shortened the tax refund cycle for enterprises and reduced the pressure on their capital turnover. Chang Hui, the second level inspector of the Foreign Trade Department of the Ministry of Commerce, stated that in the next step, the Ministry of Commerce will work with relevant departments to strengthen overall coordination, enhance coordination between the central and local governments, improve support policies, strengthen subject cultivation, actively participate in international cooperation, create a favorable institutional environment and an open, inclusive, and fair development environment for the development of new business models, and promote the healthy and sustainable innovation and development of cross-border e-commerce. In addition to increasing support for the development of new trade formats such as cross-border e-commerce, China is also deeply promoting the construction of a "single window" for international trade, helping enterprises achieve "one-stop service" for the entire chain and link of cross-border trade business. According to Xie Fang, currently, the "Single Window" has established a "one-stop" comprehensive service platform, which connects with 30 departments (units) and provides 1010 services in 25 categories, including goods declaration, inspection and quarantine, tax and fee processing, export tax refund, cross-border e-commerce, etc., covering all major links of the international trade process.
