The "15th Five Year Plan" proposes to prioritize the strategic task of "building a modern industrial system and consolidating and strengthening the foundation of the real economy", and puts forward the direction of "adhering to intelligence, greenness, and integration". The Implementation Plan for Deepening the Innovation and Development of Service oriented Manufacturing (2025-2028), issued by seven departments including the Ministry of Industry and Information Technology, the Ministry of Human Resources and Social Security, and the Ministry of Commerce, regards service oriented manufacturing as an important direction for the transformation and upgrading of the manufacturing industry and a key lever for building a modern industrial system. It points out the direction and blueprint for accelerating the construction of a manufacturing power and improving China's comprehensive competitiveness in the world economic system during the 15th Five Year Plan period and even longer. Service oriented manufacturing is a new manufacturing model and industrial form that integrates manufacturing and service development. Developing service oriented manufacturing is the main direction for the deep integration of advanced manufacturing and modern service industries, as well as an important way to build a modern industrial system and achieve high-quality economic development. Service based manufacturing increases the proportion of service elements in the production and operation of enterprises, promoting the shift of the business model from mainly producing and selling products to providing "product+service". Value creation extends from production to the entire chain before, during, and after production, and has the characteristics of full cycle, customization, and knowledge and technology intensity. It is a new industrial form that deeply integrates manufacturing and service, including customized services, general integration and contracting services, supply chain management, full life cycle management, information value-added services, etc. Service based manufacturing is not simply about "manufacturing+service". Its core lies in deeply integrating services into the entire lifecycle and various stages of manufacturing products, creating new value growth points for manufacturing through services. Under this logic, manufacturing enterprises are ecological organizations that promote the formation of close relationships between enterprises, upstream and downstream of the industrial chain, and users, achieving a shift from "enterprise centered" to "user experience centered", a transformation of business models from "manufacturing value chain" to "manufacturing+service integrated value chain", brand management from "single product and service" to "service platform ecology", and an evolution path from "cost reduction and efficiency improvement" to "value appreciation". Service oriented manufacturing is divided into three levels: basic, intermediate, and advanced services. Basic services focus on "providing products", such as product supply, spare parts support, and quality assurance services; Intermediate level services focus on "maintaining product status" to ensure the continuous operation of the product; Advanced services focus on maximizing "providing value" and transforming production capacity into the ability to manage product performance. In the evolution of services, enterprises have risen from a "production-oriented" to a "service-oriented" manufacturing. Meanwhile, service-oriented manufacturing is customer-oriented, driving design, production, and service collaboration from the demand side in reverse. For example, exploring potential demand in the early stage and designing products based on user preferences; Mid term adjustment of services around user pain points; Optimize services based on user feedback in the later stage, turning one-time transactions into long-term services. The development of service-oriented manufacturing is conducive to promoting the upgrading of industrial foundations. With its leading and widely applicable characteristics, service-oriented manufacturing is conducive to comprehensively improving the level of industrial foundation upgrading and industrial chain modernization, expanding domestic demand, promoting consumption, and building a new development pattern. It is also conducive to creating an innovative ecosystem and promoting green development. Service oriented manufacturing is an effective way to promote the upgrading of industrial foundations and enhance the modernization level of industrial chains. On the one hand, increasing investment in productive services such as research and development, data, and finance in the manufacturing process, promoting the entry of high-end factors into production and manufacturing, is conducive to improving the technological level and innovation capability of the manufacturing industry, and promoting the upgrading of the industrial foundation. On the other hand, expanding from the simple manufacturing process to the entire life cycle, especially extending to the high-end links of the value chain, is conducive to improving the modernization level of the industrial chain, such as supply chain management, full life cycle management, customized services, etc. In addition, service-oriented manufacturing connects procurement, production, logistics and other links through the industrial Internet platform, and connects the supply side of cross industries, products and scenarios. The related parties have changed from trading relationships to interest communities, and the industrial organization relationship has also changed from a static chain model to a dynamic and flexible topology, which is conducive to improving the supply chain resilience of the industrial chain. Promoting the development of service-oriented manufacturing plays an important role in stabilizing growth, expanding domestic demand, and promoting consumption. One is service-oriented manufacturing leading consumption from functional satisfaction to experience priority, forming a higher-level dynamic balance of demand driving supply and supply creating demand. For example, industrial design promotes the application of new technologies, processes, and materials, and drives consumption upgrading; Customized services meet consumers' personalized needs and boost consumption. Promoting innovative development in service-oriented manufacturing is conducive to creating an innovative ecosystem and promoting green development. On the one hand, the expansion of service-oriented manufacturing business boundaries requires the integration of hardware, software, services and other technologies to promote cooperation between enterprises and universities, forming a collaborative innovation ecosystem. By integrating manufacturing and service package demands, enterprises can share resources, platforms, and information with supply chain partners and customers, significantly reducing innovation costs. In addition, enterprises timely obtain feedback from industry chain links and markets, and accurately promote product iteration and service updates. On the other hand, in the context of "dual carbon", developing service-oriented manufacturing can help achieve green development. Knowledge, technology, management and other service elements enter the manufacturing process, and customized and intelligent production services can create greater value and reduce resource consumption under the same energy consumption. Service oriented manufacturing has become a key lever for the manufacturing industry to move towards the high-end of the value chain. Currently, the manufacturing industry is facing a new trend of increasingly blurred industrial boundaries, deep integration of products and services, and accelerated upgrading of consumer demand. The new models and business forms of service-oriented manufacturing are constantly innovating and developing, becoming a key lever for moving towards the high-end of the manufacturing value chain. Service oriented manufacturing is an important direction leading the development of advanced manufacturing industries worldwide. At present, service-oriented manufacturing in developed countries such as the United States and Japan has entered a mature development stage, penetrating into fields such as aerospace, information technology, and mechanical equipment, becoming a key player in occupying the high-end of the global industrial chain value chain. In 2024, Apple's service business revenue was $92.6 billion, with a gross profit margin of 74%; IBM software and consulting services revenue accounts for 80% of total revenue. Due to the lack of high value-added service links, China's manufacturing industry has long been at the low end of the value chain. In recent years, the development momentum of service-oriented manufacturing in China has been rapid, and its empowering role in the development of new quality productivity has gradually emerged. The "China Service Manufacturing Regional Development Index (2024)" shows that from 2018 to 2023, the development level of service manufacturing in China will continue to rise, with 15 regions including Zhejiang, Jiangsu, Shandong, and Guangdong leading in the development of service manufacturing. The Ministry of Industry and Information Technology has selected five batches of 372 demonstration enterprises, 157 demonstration projects, 225 demonstration platforms, and 29 demonstration cities. Among the demonstration enterprises, the proportion of service revenue to total operating revenue is over 35%, and the contribution rate of service business to the growth of operating revenue is 60%. At the same time, it should be noted that China's service-oriented manufacturing started relatively late, and some enterprises lack awareness and motivation for transformation. There are also problems such as inadequate understanding, weak supply of key technologies, incomplete standard system, unbalanced application of typical models, and difficulty in statistical monitoring. Taking multiple measures to promote the development of service-oriented manufacturing during the "15th Five Year Plan" period, we must regard the development of service-oriented manufacturing as an important engine to promote the transformation and upgrading of China's manufacturing industry, improve the all-round, wide-ranging, and deep level integration of manufacturing and services, shape new driving forces and advantages for the development of manufacturing industry, and lead China's manufacturing industry to leap to new heights and achieve new leaps. One is to pay attention to system layout and focus on breakthroughs in characteristic manufacturing industries. Develop medium - and long-term plans for service-oriented manufacturing, encourage localities to focus on advantageous industries, and take the lead in policy coordination, innovative applications, subject cultivation, and digital intelligence research and development, in order to create a highland for innovative development of service-oriented manufacturing. Differentiated development of service-oriented manufacturing can be achieved in different regions. Focusing on key industrial chains and advanced manufacturing clusters, we will accelerate the construction of a number of "industrial brains" and industrial Internet platforms, promote the digital and intelligent transformation of the industrial chain, and build a regional industrial cluster network with service-oriented manufacturing enterprises as nodes. The second is to strengthen guidance and support, cultivate and strengthen service-oriented manufacturing enterprises. Guide leading enterprises to strengthen upstream and downstream cooperation in the industrial chain, and build a "hardware+software+service" development model. Guide backbone enterprises to develop professional services and provide systematic solutions; Support the development of service-oriented manufacturing for small and medium-sized enterprises and promote digital transformation; Encourage large enterprises to open up platforms and deepen cooperation with small and medium-sized enterprises, cultivate a group of specialized, refined, innovative "little giants", individual champions, and high-tech enterprises. Implement the "Guidelines for the Construction of Service oriented Manufacturing Standard System" and carry out the development of standards for industrial design, customized services, and shared manufacturing. Strengthen the promotion and training of standards, and create a strong atmosphere of valuing service-oriented manufacturing throughout society through policy interpretation, news publicity, typical demonstrations, and other means. The third is to gather common needs and strengthen comprehensive technical supply support. Publish a list of key common technologies for service-oriented manufacturing, strengthen the integration of demand perception, integrated research and development design, collaborative delivery and deployment, and other technological breakthroughs. Targeting key scenarios and modes, promoting the application of achievements. Accelerate the upgrading of models such as shared manufacturing, personalized customization, full lifecycle management, and general integration and contracting, and explore new models such as model driven research and development. Cultivate service-oriented manufacturing transformation solution providers, establish public service platforms, and provide comprehensive services for enterprises. Strengthen regional coordination, accelerate the construction of new information infrastructure, and deepen the integration, innovation and large-scale application of "5G+industrial Internet". Promote the integration and innovation of AI technology and service-oriented manufacturing, guide the application of general and industry models and intelligent agents in key scenarios, and consolidate the development foundation of service-oriented manufacturing. The fourth is to strengthen policy support and build a coordinated and mutually promoting development environment. Through policies such as fiscal subsidies, tax incentives, and special funds, support enterprises in transitioning to service-oriented manufacturing. Include the application of key common technology research and development achievements in the scope of technological transformation support, and promote the service business of manufacturing enterprises to enjoy relevant factor prices and other policies in accordance with regulations. Strengthen precise integration between industry and finance, guide commercial banks, government investment funds, and other institutions to enhance financial services. Promote the integration of service-oriented manufacturing into chain clusters and industrial parks. Relying on excellent engineering practice bases, innovation centers, research institutes, etc., we will increase our efforts in talent cultivation. Actively expand cooperation with countries jointly building the "the Belt and Road", promote industrial cooperation to extend to R&D, design, services and other links, and drive Chinese standards, technology and services to go global.
