The State Administration for Market Regulation recently revised and issued the "Measures for Quality Supervision and Management of Fiber Products" (hereinafter referred to as the "Measures") and the mandatory national standards for "General Technical Requirements for Fiber Products for Woolen Use", both of which will come into effect on July 1, 2026. Fiber products are essential consumer goods in people's daily lives, mainly including textiles, clothing, bedding, curtains, etc. On the same day, Wang Shengli, Director of the Quality Supervision Department of the State Administration for Market Regulation, introduced at a press conference that the green and low-carbon transformation and upgrading of the fiber products industry continue to advance, while new sales models such as e-commerce live streaming are flourishing. Consumers' requirements for quality and safety are also continuously increasing, which puts forward higher and more urgent requirements for product quality and safety supervision work. To ensure the quality and safety of fiber products, Wang Shengli stated that the revision of the "Measures" will focus on three aspects to safeguard the quality and safety of fiber products. One is full chain coverage, precise focus, and more effective supervision. In terms of regulatory targets, all household fiber products closely related to consumer health and safety have been included in the regulatory scope, forming a full chain regulatory system covering raw material use, production and processing, distribution and sales, and commercial services. In addition, key supervision will be implemented on fiber products for infants and young children, student clothing, underwear, and cotton fiber products, with scientific allocation of regulatory resources to achieve comprehensive and precise control. Secondly, strict control at the source and traceability of the process ensure greater security. Implement differentiated management for different categories of fiber products and types of recycled raw materials. Strictly prohibit the production of fiber products using medical fibrous waste and other substances that pose a threat to human health and safety. For fiber products used by special groups such as infants and young children, it is mandatory to use safer raw materials to eliminate safety hazards from the source. At the same time, production, sales, and operational service entities are required to conduct procurement acceptance and record keeping, achieving information traceability, process traceability, and accountability.
