On the 13th, the State Administration for Market Regulation held a press conference to announce the revision and promulgation of the "Measures for Quality Supervision and Management of Fiber Products" (hereinafter referred to as the "Measures") and the mandatory national standards for "General Technical Requirements for Fiber Products for Woolen Use". Both new regulations will be officially implemented from July 1, 2026, aiming to comprehensively strengthen the quality and safety supervision of fiber products, promote the upgrading of the textile industry, and effectively protect the health and rights of consumers. Fiber products, as important daily consumer goods, have a direct impact on the quality of people's health. With the rapid development of new formats such as e-commerce live streaming, consumers have put forward higher requirements for product quality and safety. To this end, the State Administration for Market Regulation has simultaneously strengthened its regulatory network from both institutional and standard perspectives. Wang Shengli, Director of the Quality Supervision Department of the State Administration for Market Regulation, introduced that the revision of the "Measures" mainly strengthens supervision from three aspects: first, full chain coverage, precise focus, and comprehensive supervision of daily fiber products, establishing a full chain supervision system from raw materials, production, sales to business services, and implementing key supervision on infant fiber products, student clothing, underwear, and fiber products for fluff; The second is strict control at the source, traceable process, and differentiated control based on product categories and raw material types. It is strictly prohibited to use medical fibrous waste and other substances that are harmful to human health to produce fiber products. For special groups such as infants and young children, it is mandatory to use safer raw materials; Thirdly, it is necessary to clarify the requirements for prohibiting and restricting the use of raw materials, resolutely eliminate the use of medical waste, funeral fiber products, etc. as raw materials for daily fiber products, and prohibit the use of reprocessed fibers to produce underwear and infant fiber products. In terms of labeling management, the Measures stipulate that fiber products produced using recycled raw materials must clearly indicate the source of the raw materials; Student uniforms, underwear, and baby products must be labeled with fiber composition, content, and safety category; Non household fiber products should be labeled with a "non household goods" durability label to prevent misuse. At the same time, the new mandatory national standard "General Technical Requirements for Fiber Products for Woolen Use" has also undergone significant adjustments. Wang Yuhuan, Deputy Director of the Standards and Technology Department of the State Administration for Market Regulation, stated that the new standard moderately opens up the application of recycled raw materials: allowing the use of recycled chemical fibers to produce fabrics and fillers for household fiber products; Under the premise of having sterilization technology, it is allowed to reprocess fibers for fabric production, but it is still prohibited to use them as fillers to ensure hygiene and safety. In addition, the new standard explicitly requires that products using recycled materials must be prominently displayed to safeguard consumers' right to know and choose. Wang Shengli pointed out that the new standards have improved the key technologies and hygiene and safety indicators of fiber-reinforced products, and through the guidance of standards, have forced enterprises to improve their quality and upgrade, laying a solid foundation for product safety. He emphasized that the synchronous implementation of the Measures and standards will further strengthen the full chain supervision of fiber products, promote the formation of a more transparent, honest, and safe consumer market environment, and effectively safeguard the people's "peace of mind when wearing and using".
