In order to further strengthen the governance of the online ecosystem, regulate the order of the online recruitment market, and improve the long-term mechanism of online ecosystem governance, recently, the Ministry of Human Resources and Social Security, the Cyberspace Administration of China, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the State Administration for Financial Regulation jointly issued the "Notice on Regulating the Release of Recruitment Information on Online Platforms" (hereinafter referred to as the "Notice"). The Notice requires strengthening the supervision of online recruitment service licenses. Operating human resources service agencies that publish recruitment information or online platforms that provide recruitment information publishing and other online recruitment services to employers should obtain a human resources service license in accordance with the law. Online platforms should fulfill their main responsibilities, strengthen account registration management, authenticate the real identity information of users applying for registration, classify and verify account qualifications, set up special tags, and clearly display qualifications and authentication information on the account homepage. The notice emphasizes that online platforms should standardize the format of recruitment information, publish recruitment information truthfully and legally, and strictly prohibit illegal traffic diversion under the guise of recruitment information. We need to strengthen the regulation of online behavior of recruitment service accounts, enhance dynamic monitoring of recruitment information release, and promptly detect and handle illegal and irregular behaviors. According to the relevant person in charge of the Human Resources Mobility Management Department of the Ministry of Human Resources and Social Security, the Notice puts forward three requirements for strengthening the management of online recruitment service licenses. First, the operational human resources service organizations should obtain human resources service licenses in accordance with the law when publishing recruitment information through Internet websites, applications, etc. in the form of text, pictures, videos, live broadcasts, etc. The second is that online platforms provide recruitment information publishing and other online recruitment services to employers, and should obtain a human resources service license in accordance with the law. The third is to strengthen the investigation of recruitment information dissemination on network platforms within the jurisdiction of various regions. For those who illegally and irregularly publish recruitment information, corresponding administrative supervision measures will be taken, and relevant network platforms will be required to promptly warn and remind, revoke and delete, restrict functions, suspend or terminate services. The Notice also specified that the network platform, as an Internet information service provider, should effectively strengthen account management to prevent false recruitment information from misleading job seekers. One is to strengthen account registration management. Verify the real identity information of registered users, implement real name verification for account login, further improve user agreements, and clarify the rights and obligations related to account information registration, use, and management. The second is to verify and authenticate account qualifications through classification verification. For recruitment service accounts, distinguish between different types such as operational recruitment services, public recruitment services, and independent recruitment by employers, strengthen qualification verification and certification, register and file, and verify at least once every six months. The third is to clearly indicate the account qualification information. The online platform sets up a "recruitment service category" tag and displays qualification and certification information on the account homepage. (New Society)
