Recently, the Ministry of Natural Resources released the results of the first national demonstration county (city) for natural resource conservation and intensification, introducing 11 provincial-level management characteristic practices for demonstration creation and 82 typical experiences of "four innovations" in typical demonstration counties (cities). Among them, six typical experiences from Yuexiu District in Guangzhou, Luohu District in Shenzhen, Longgang District in Shenzhen, Nanao County in Shantou, Leizhou City in Zhanjiang, and Duanzhou District in Zhaoqing were selected. The Ministry of Natural Resources stated that there are a total of 258 demonstration counties (cities) for natural resource conservation and intensification in China, including 183 for land, 57 for mineral resources, and 18 for marine resources. The demonstration period is from 2023 to 2025. During the demonstration period, each demonstration county (city) actively explored mode innovation, optimized institutional innovation, highlighted mechanism innovation, attached importance to management and technological innovation, based on the "four innovations", and achieved significant results in the composite and three-dimensional utilization of innovative resources, improving the precise supply of market-oriented resources, demonstrating the comprehensive benefits of resource utilization, and enhancing the administrative efficiency of resource management. The typical experiences of the six regions in Guangdong are different, demonstrating innovative features tailored to local conditions. Among them, the experience of Yuexiu District in Guangzhou is the redevelopment of existing space through the combination of demolition, treatment, and revitalization; The experience of Luohu District in Shenzhen is the composite use of public space land with "parking facilities+neighborhood avoidance facilities"; The experience of Longgang District in Shenzhen is the new model of "three platforms sharing and three life integration" for industrial upgrading. In recent years, Guangdong has vigorously developed its marine economy and accelerated the construction of a strong marine province. The experience of Nanao County in Shantou City is reflected in the creation and construction of a marine industrial park that is ready to move in and start construction with the sea. The experience of Leizhou City in Zhanjiang City is to innovate the trading of coastal occupation and compensation indicators. The typical experience of Duanzhou District in Zhaoqing City is the institutional innovation of "transitional development" of collective land. Transitional development refers to the temporary development and utilization of land parcels with complete infrastructure, slow land development progress, and high potential value through leasing for a certain period of time. After the development conditions of the urban area gradually mature, the land will be reclaimed according to the agreement and implemented according to the long-term plan.
