The "Bay Area Certification" products have entered supermarkets and restaurants in Guangdong, Hong Kong, and Macao, promoting cooperation in testing and certification among the three regions, helping enterprises improve quality and efficiency, boosting market consumer confidence, and driving industrial optimization and upgrading. Since 2022, the Provincial Market Supervision Bureau has collaborated with relevant departments in Hong Kong and Macao to vigorously promote the "Bay Area Certification", actively promote the connection and exchange of rules and systems in the testing and certification fields of Guangdong, Hong Kong and Macao, and ensure the high-quality development of Guangdong's market supervision with high-level rule of law. In December 2023, Guangdong, Hong Kong, and Macao jointly released the first batch of certification projects for the "Bay Area Certification". Adhere to joint consultation, sharing, and governance, and strengthen the connection of rules between Guangdong, Hong Kong, and Macao. At the government level, the Certification and Supervision Department of the State Administration for Market Regulation, the Guangdong Provincial Market Supervision Bureau, the Hong Kong Innovation and Technology Commission, and the Macao Economic and Technological Development Bureau have established a coordination group to jointly promote the normalization of the "Bay Area Certification" work and strengthen communication and coordination at the policy level; At the organizational level, certification agencies and other market entities from the three regions jointly established the Guangdong Hong Kong Macao Greater Bay Area Certification Alliance, initiated the establishment of the Guangdong Guangdong Hong Kong Macao Greater Bay Area Certification Promotion Center, and ensured that "Bay Area Certification" is jointly managed and implemented by the three regions; On a technical level, the "Bay Area Certification" Professional Technical Committee is composed of technical experts from three regions, and the certification project is jointly developed and implemented by the three regions. The certification is based on standard technical indicators that comply with mandatory standards in mainland China and mandatory regulations in Hong Kong and Macau, ensuring compliance with the "one-time certification, three location travel" requirement at the technical indicator level. The "Bay Area Certification" adheres to institutional innovation guided by the rule of law, introduces three systems of quality information disclosure, commitment compensation, and first responsibility of distributors, promotes the construction of a full process quality traceability system for certified product production, logistics, sales, and testing and certification, and is committed to creating a reliable quality mark for consumers' "preferred" and "blindly selected" high-quality products. Implementing a quality information disclosure system, consumers can easily view the quality characteristics, quality control, testing and certification traceability information of certified products by scanning the QR code of the "Bay Area Certification" logo, making "good quality visible". Implementing a commitment compensation system, producers of "Bay Area Certified" products promise consumers that if the certified product is tested by a third-party organization and proven to not meet the promised high-quality characteristics, they will provide consumers with high compensation without exempting them from other obligations stipulated by laws and regulations, allowing consumers to consume with peace of mind. Implementing the first responsibility system for sellers, if a certified product meets the "Bay Area Certification" promised compensation requirements, the seller will first compensate the consumer and then pursue compensation from the party at fault, making it easier for consumers to quickly protect their rights. The "Bay Area Certification" also benchmarks international regulations and advanced domestic and international standards. The certified products have high-quality characteristics that are higher than national and industry standards in advocating green environmental protection, promoting human health, and improving user experience.
