The China Europe electric vehicle case achieves a 'soft landing', and the European side will release price commitment guidance documents

On the 12th, the Ministry of Commerce released a report on the progress of the China Europe electric vehicle case negotiations. According to the notification, the European side will release a guidance document on submitting price commitment applications. Industry insiders point out that this means that after multiple rounds of negotiations, the case has achieved a "soft landing". The briefing pointed out that in order to implement the consensus reached at the China EU Leaders' Meeting and properly resolve the EU's electric vehicle case against China, the two sides have conducted multiple rounds of consultations with mutual respect. Both parties agree that it is necessary to provide general guidance on price commitments to Chinese exporters of pure electric vehicles to the EU, so that Chinese exporters can address relevant concerns in a more practical, targeted, and WTO compliant manner. To this end, the European side will release the "Guidance Document on Submitting Price Commitment Applications" and confirm in the document that the European side will uphold the principle of non discrimination, apply the same legal standards to each price commitment application in accordance with relevant provisions of the World Trade Organization rules, and evaluate it objectively and fairly. The relevant person in charge of the China Chamber of Commerce for Import and Export of Machinery and Electrical Products stated that Chinese electric vehicle companies can submit price commitment applications based on the guidance documents. The European Commission promises to objectively and fairly review applications submitted by Chinese companies using a unified standard based on the principle of non discrimination. Eligible companies can use price commitments as a substitute for anti subsidy taxation. The notification stated that this fully reflects the spirit of dialogue and the results of consultations between China and Europe. Both China and Europe have the ability and willingness to resolve their differences through dialogue and consultation within the framework of WTO rules, in order to maintain the stability of the automotive industry and supply chains in China, Europe, and the world. This is not only beneficial for the healthy development of China Europe economic and trade relations, but also for maintaining a rules based international trade order. The China Chamber of Commerce for Machinery and Electronics believes that resolving the EU's anti subsidy case against China's electric vehicles is a common expectation of the upstream and downstream industries of electric vehicles in China and Europe. It will help promote the security and stability of the relevant industrial and supply chains in China and Europe, maintain the overall economic and trade cooperation between China and Europe, and uphold the rules based international trade order.
