According to the official website of the National Health Commission, six departments including the National Health Commission recently jointly issued the "Regulations on the Management of Full Process Services for Deceased Patients in Medical and Health Institutions" (hereinafter referred to as the "Regulations"), which provides policy support for standardizing the service management of deceased patients in medical and health institutions, safeguarding the dignity of the deceased, optimizing the medical environment, and protecting the legitimate rights and interests of the people. Funeral is a livelihood issue that concerns thousands of households and the immediate interests of the masses. The Regulation specifies that medical and health institutions should focus on their main responsibilities and businesses, and shall not provide funeral services. It is strictly prohibited to display, showcase, or sell funeral service supplies in any place within medical and health institutions, and it is not allowed to light incense or burn sacrificial offerings. Outsourcing or other forms of third-party operation and management of the temporary storage area (or morgue) for remains is strictly prohibited. It is also strictly prohibited to introduce relevant organizations or individuals to provide funeral services in medical and health institutions through renting or lending venues, cooperating with third parties, purchasing services, and other means. Medical and health institutions are strictly prohibited from accepting and storing bodies from outside the hospital, and are not allowed to undertake body storage services entrusted by other departments. It is strictly prohibited to use pre hospital emergency vehicles and non emergency medical transport vehicles to transport bodies. Medical and health institutions should strengthen the inspection and management of key internal locations, prevent and promptly stop the behavior of social personnel carrying out funeral services within the institution.
