At present, China's low altitude economy is in a period of rapid development characterized by policy dividends and accelerated technological iteration, and has become the core track for cultivating new quality productivity and building trillion level emerging industries. In 2025, driven by multiple factors such as policy guidance, technological innovation, and scenario implementation, China's low altitude economy has achieved a key leap from path exploration to large-scale and standardized development. The policy system continues to improve, core technologies accelerate breakthroughs, application scenarios diversify, and the infrastructure network gradually takes shape. One is the continuous improvement of the policy system. From a national perspective, the low altitude economy has been included in the Government Work Report for two consecutive years. The Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five Year Plan for National Economic and Social Development, approved at the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, proposes to accelerate the development of strategic emerging industry clusters such as low altitude economy. In 2025, the top-level design of the low altitude economy will be further implemented. The Central Air Management Commission, the Ministry of Transport and other departments have successively issued special policies on airspace management, scene promotion, etc., to delineate a clear path for industrial development. At the local level, many regions across the country have introduced policies related to low altitude economy, and each province (autonomous region, municipality directly under the central government) has formed a differentiated development path based on its own resource endowment. The second is the acceleration of breakthroughs in core technologies. In 2025, China's low altitude equipment technology research and development will achieve a breakthrough from 0 to 1. The first domestically produced 800 kilogram heavy-duty electric vertical takeoff and landing aircraft, AR-E800, has successfully made its maiden flight. Yihang Intelligent EH216-S has become the world's first electric vertical takeoff and landing aircraft product to obtain a manned airworthiness certificate. This marks the transformation of China's low altitude equipment from "following" to "local leadership". At the same time, technological innovation focuses on safety and efficiency, with continuous iteration and upgrading of power battery energy density to enhance endurance, and deep integration of artificial intelligence, LiDAR, and low altitude safety management. The third is the diversified expansion of application scenarios. Since 2025, China's low altitude application scenarios have shown a trend of global extension, from urban air distribution and scenic sightseeing to mountainous logistics transportation, emergency rescue and public services, highlighting the integration effect of "low altitude+". The efficiency of agricultural and forestry plant protection and power inspection unmanned aerial vehicle operations has increased by 3 to 5 times compared to traditional modes. Urban low altitude logistics have achieved minute level delivery of fresh food and medicine, and helicopter and unmanned aerial vehicle collaborative rescue has increased response speed by 40% in scenarios such as high-rise building firefighting and mountain search and rescue. Fourthly, the infrastructure network is gradually taking shape. With the acceleration of the construction of the low altitude flight service guarantee system, China's low altitude infrastructure network is accelerating the construction of a three-dimensional support system of "sky network+ground network" coordination, promoting the low altitude economy to become an important growth pole of new quality productivity. Multiple regions are promoting the construction of intelligent aircraft nests and low altitude communication networks, accelerating the formation of a unified national low altitude aerial map and technical standards. The data sharing mechanism is gradually improving, providing a "visible and manageable" guarantee system for low altitude flight, further breaking through the hardware bottleneck of industrial development. Despite significant achievements in the development of China's low altitude economy by 2025, bottlenecks still exist. The insufficient depth of application in low altitude scenarios and the lack of large-scale application are becoming bottlenecks that restrict the industry from "technological breakthroughs" to "scale implementation". For example, in scenarios such as unmanned aerial vehicle emergency rescue for mountain disasters and intercity low altitude freight logistics, mature application models have not yet been formed due to issues such as technological adaptability and regulatory mechanisms, which restrict the release of industrial value. Next, we should accelerate the cultivation of application scenarios, improve the support system, and open up channels for supply and demand docking, so that the low altitude economy can fully unleash its growth potential and become a new engine for high-quality development. In 2026, with the continuous improvement of industrial ecology and the deep expansion of application scenarios, the low altitude economy will enter an important stage of large-scale and high-quality development: firstly, policies will focus on precise implementation. In 2026, policies will shift from "comprehensive layout" to "precise empowerment", with a focus on improving airspace management, safety supervision, and standard specification systems; Local policies will pay more attention to differentiation and rely on regional resource endowments to form characteristic industrial clusters. Secondly, there is a breakthrough in the depth of technological innovation. Core technologies will break through towards high safety, long endurance, and intelligence, with significant digital empowerment effects and accelerated integration of AI and low altitude technology. The third is to further strengthen the synergy of the industrial chain. The coordinated development of upstream core component enterprises and downstream applications is expected to form a closed-loop ecosystem of "technology research and development product manufacturing scenario application". The fourth is to improve and expand the quality of application scenarios. In the future, market applications will shift from "single point breakthrough" to "scenario cluster" development, further accelerating the landing and application in high-value fields. (New Society)
