Recently, the National Conference on Human Resources and Social Security was held in Beijing. The meeting proposed to accelerate the construction of an employment friendly development mode, deeply implement the special action of stabilizing employment, expanding capacity and improving quality, highlight the employment of key groups, comprehensively improve the quality and efficiency of employment services, and make every effort to promote high-quality and full employment. The meeting stressed that 2026 is the first year of the "Tenth Five Year Plan". It is necessary to adhere to the people centered development idea, fully and accurately implement the new development concept, adhere to the general tone of seeking progress while maintaining stability, adhere to the close combination of investment in goods and investment in people, establish and practice the correct concept of political performance, take the development and utilization of human resources as the main line, strengthen the high-quality supply of policies and services, highlight stable employment, strong skills, excellent security, activation and risk prevention, comprehensively promote all work, strive to achieve a good start of the "Tenth Five Year Plan", and contribute to the promotion of Chinese path to modernization. The meeting clearly stated that the "Skills Illuminate the Future" training action should be taken as the driving force to deeply promote large-scale vocational skills improvement training, carefully organize the 48th World Skills Competition, improve the skills evaluation mechanism, promote skills employment, skills income increase, and skills employment. Accelerate the improvement of the social security system, further expand the coverage of social insurance, continue to deepen key reforms, prevent and resolve fund security risks, create more convenient handling and management services, and promote the optimization and sustainability of the system. Continuously deepen the reform of personnel and talent system and mechanism, deepen the construction of professional and technical talent team, optimize and improve the support and guarantee mechanism for overseas talent introduction, and better promote the optimization and allocation of human resources. Establish a sound mechanism for labor relations negotiation and coordination, dispute resolution, administrative guidance, and supervision and law enforcement, focusing on key areas and groups, improving the system for safeguarding labor rights and interests, regulating the order of wage and income distribution in enterprises, deepening the governance of wage arrears, and better safeguarding the legitimate rights and interests of workers. The meeting requires us to use our hearts and minds to do a good job in all aspects of work at the end of the year and the beginning of the year, solidly carry out the winter action to control wage arrears, ensure that all social security benefits are paid on time and in full, organize special activities such as the Spring Breeze Action and Employment Assistance Season, strengthen the investigation and disposal of conflicts and disputes, strictly implement safety production responsibilities and management systems, and safeguard the bottom line of people's livelihood.
