Military service registration is an important institutional arrangement in China's military service work, an important form for citizens to fulfill their military service obligations in accordance with the law, and a fundamental project for national defense and reserve force construction. On January 1st of this year, the "Regulations on Military Service Registration Work" jointly issued by the General Office of the State Council and the General Office of the Central Military Commission came into effect. This regulation is based on the needs of national defense mobilization in the new era, further clarifying military and civilian rights and responsibilities, standardizing work processes, and laying a solid institutional foundation for high-quality military service registration. The regulations specify that the national military service registration work is under the leadership of the State Council and the Central Military Commission, and is the responsibility of the Ministry of National Defense. Relevant departments of the central and state organs, as well as the Central Military Commission, shall carry out relevant work according to their respective responsibilities. The military service organs of local people's governments at or above the county level are responsible for the work of their respective administrative regions under the leadership of higher-level military organs and the same level people's governments, and have established a leadership structure of military civilian coordination from the top-level design. To implement this requirement, the first step is to solidify hierarchical responsibilities, establish a coordinated mechanism led by party and government leaders at the same level, with the participation of relevant military and civilian departments, and incorporate military service registration into the performance assessment of local governments and the evaluation system of national defense construction. At the same time, we will further improve the military civilian joint decision-making system, regularly discuss and judge the key and difficult issues in the registration work, coordinate the allocation of human, material, and financial resources, break down the barriers between military and civilian information, and form a work pattern of "Party committee leadership, government leadership, military agency leadership, and coordination among all parties". Military service registration covers multiple tasks such as information verification, qualification recognition, and publicity guidance, and it is difficult to achieve full coverage with just one or two departments. This regulation specifies that departments such as development and reform, education, public security, and human resources and social security shall carry out military service registration related work in accordance with their responsibilities, and delineate the boundaries of responsibilities for departmental coordination. Local public security departments can rely on the registered residence management system to accurately screen the information of male citizens of the right age; The education department can collaborate with schools at all levels to carry out targeted campus publicity and mobilization, guiding eligible students to actively register; The health department can connect with physical examination resources to provide support for the qualification verification of registered personnel; Close cooperation between military and civilian law enforcement departments, improvement of joint law enforcement mechanisms, and strengthening of policy rigidity constraints... Each department performs its own duties and closely cooperates to form a working force and build a cross disciplinary linkage system. The military and civilian authorities can also further improve the departmental coordination mechanism, establish an information sharing platform, promote the efficient flow of registered residence registration, school registration, health and other data, and make military service registration more accurate and convenient. The regulations also specify that military service agencies of local people's governments at or above the county level shall, in conjunction with relevant departments of the local people's government, strengthen the organization, coordination, supervision and inspection of military service registration work within their administrative regions, providing a systematic basis for joint military civilian supervision. In practice, military and civilian authorities can establish a normalized supervision system, such as local authorities reporting and registering progress on a weekly basis, dynamically monitoring work effectiveness, and military agencies conducting on-site supervision on a regular basis; Jointly carry out special inspections, focusing on verifying the authenticity and completeness of registration information, and promptly rectify issues such as missed or incorrect registrations. At the same time, we will continuously open up supervision channels, actively accept public supervision, respond to demands in a timely manner, and ensure that the military service registration work is open, transparent, standardized, and orderly. The promulgation of regulations has pointed out the direction for the registration of military service in the new era. Practice has proven that the full coverage and high standard implementation of military service registration focus on collaboration, and the key lies in cooperation.
